ASET Partners LLC dba ASET Partners, an ODRG Company, is hiring a full-time Undersea Cable Infrastructure Analyst to assess the resilience of the nation's undersea and terrestrial communications infrastructure for CISA's UCI/NDAC program.
About the role
You will analyze the undersea cables and connected terrestrial networks that carry U.S. and international communications, using CISA's Infrastructure Mapping Tool (IMT) and the Esri ArcGIS suite. Your work tells CISA where the network is fragile, how traffic would reroute, and what an outage would mean for government and national security communications.
You will triage questions from sectors and other DHS components, run infrastructure and Internet architecture studies, and brief findings to Government leads. During National Security and Emergency Preparedness (NS/EP) events, you will support analysis before, during, and after the event.
Key responsibilities
- Plan and run studies of the physical and logical characteristics of national and international communications infrastructure, with emphasis on undersea cables, landing stations, and their terrestrial backhaul.
- Assess availability, resilience, and performance of systems supporting NS/EP requirements, and quantify the benefit of proposed enhancements or mitigations.
- Study Internet and network architecture relevant to UCI, including next-generation networks that converge packet- and circuit-switched technologies; evaluate industry and academic datasets and tools, routing and performance metrics, and emerging network technologies.
- Analyze route diversity, COOP, and potential impacts to Government communications using Federal Government telecommunications usage and capacity data.
- Provide IMT-based analyses before, during, and after NS/EP events at Government direction, including surge support.
- Prepare an Analysis Decision Briefing for each assigned analysis and begin work only after COR and task-lead approval; deliver infrastructure and network analysis products weekly or as required.
- Monitor IMT accounts in accordance with clearance level, interface with sector representatives, respond to initial requests from sectors and DHS components, and do preliminary research before elevating to Government leads.
- Validate infrastructure data used in analyses.
- Attend meetings with industry and external agencies for note-taking, assessment, and information gathering.
Required qualifications
- Bachelor's degree plus 6 years of specialized experience, or Master's degree plus 4 years, or 10 years of specialized experience in lieu of a degree (GTSS BPA Geospatial Analyst (Sr) minimums).
- Performs geospatial data collection, analysis, interpretation, and management, and prepares presentations of the results.
- Provides analysis and research for homeland security mission areas such as critical infrastructure protection, including assessments of current threats and trends drawn from classified and open-source information.
- Leads technical demonstrations, exchanges, and presentations on the analysis produced.
- Provides guidance and work leadership to junior team members and keeps current on emerging geospatial technologies and best practices.
- Strong background in a telecommunications discipline, with hands-on analysis of undersea cable systems, Internet routing, PSTN, or wireless networks.
- Working knowledge of cybersecurity and IT security.
- Intermediate or better proficiency with the Esri ArcGIS product suite for infrastructure mapping and analysis.
- Specialized experience in public switched network (Internet, PSTN, wireless) modeling and analysis methods, tools, and data.
- Proven research, analysis, and technical writing; able to triage questions about critical communications infrastructure quickly and brief senior Government staff.
- Familiarity with the National Response Framework, Emergency Support Function #2 (Communications), and related cyber initiatives.
- Personable and client-facing builds rapport with Government customers and teammates, communicates clearly, and works well on a small team.
- An active Top Secret clearance and eligible for SCI access at time of hire.
