About This Position

Under general direction and depending on assignment, provides a variety of confidential specialized, technical, administrative, and programmatic support to the Court’s Human Resources functions and services.

The Ventura Superior Court is currently seeking a Human Resources professional specific to the following functions of the Human Resources unit:

  • Plans, organizes, coordinates, researches, analyzes and evaluates the Court’s training and development programs and plans, as related to current practices, changes in laws and legislation and the fulfillment of organizational needs.
    • Collaborates with the Court’s Executive Management team and Unit managers regarding training and employee development initiatives, including employee development, performance management and role-specific training.
    • Coordinates and schedules mandated and role-specific training sessions ensuring the Court is always in full compliance with the Federal, State, Judicial Council and Court training policies and standards
    • Creates training materials including presentations, handouts, and videos, as applicable to the training program.
    • Collaborates with Court Administration and Operations Units to identify training needs to support organizational goals and strategies.
    • Stays current with industry trends and best practices in training and development.
  • Coordinates and administers employee benefit programs including medical, dental, short and long-term disability, life insurance, flexible benefits, for active and retired employees, open enrollment, COBRA and wellness programs. Following are typical examples of day-to-day duties:
    • Providing ongoing support for the Human Resources and Benefits Staff.
    • Processing of benefits enrollments, changes or termination, including coordinating Open Enrollment program
    • Reviewing and reconciling monthly payroll deductions and carrier billing statements
    • Resolving employee issues relating to benefits.
    • Providing new hires with explanations of benefits and instructing them on enrollment and fulfillment procedures.
    • Ensuring that the organization’s benefits policy is compliant with the set laws and regulations.

EXAMPLES OF DUTIES

Duties to support in the assigned unit, function, project may include, but not limited to the following:

  • Plans, organizes and administers a human resources function, in accordance with the needs of the department, and within the scope of the position.
  • Develops and maintains centralized digital repository of data, reports, and documents relating to the assigned area of responsibilities.
  • Develops and maintains a method to track deadlines, extensions, notices, renewals, other time or compliance related tasks.
  • Monitors, analyzes and incorporates changes into forms, documents, or reports.
  • Prepares periodic or custom reports and worksheets.
  • Participates in meetings, trainings, conferences in support of functional assigned area and to be kept abreast of contract compliance regulations or other legal aspects in support of the assigned functional area.
  • Performs liaison duties with court management, court personnel, fiscal departments, other departments, partner agencies in researching, or compiling information as needed.
  • Participates in committees and task forces, as assigned.
  • Uses tact and diplomacy when dealing with sensitive, complex and/or confidential issues and situations.
  • Establishes and maintains effective working relations with everyone encountered in the workplace.
  • Performs other related professional, administrative, and/or technical duties within the scope of the position, as required.

MINIMUM REQUIREMENTS

Any combination of education and experience which has led to the acquisition of the required knowledge, skills and abilities. An example of qualifying education and experience includes:

Education: A college degree equivalent to a bachelor’s degree from an accredited college or university with major coursework in human resources, business or public administration or closely related field.

Experience: Four (4) years of increasingly responsible professional level experience supporting training and/or benefits administration functions of a human resources department.

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
  • Principles and practices of human resources functions.
  • Applicable federal, state, codes, and regulations as well as industry standards and best practices pertinent to the assigned area of responsibility.
  • Basic principles and techniques of research, data collection, and report preparation.
  • Using a Human Resources Information systems (HRIS).
  • Preparing reports, reconciliations and schedules.
  • Researching, identifying and correcting errors.
  • Prioritizing assignments and meeting scheduled deadlines.
  • Employee benefit program principles and practices, including benefits reporting, and benefit plan types.
  • Automated office practices and procedures, including business correspondence, filing, keyboarding, data entry and standard office equipment operations.
  • Computer skills such as Microsoft Word, PowerPoint, Excel, e-mail, Outlook and related information technology programs.
  • Principles, practices and techniques of employee training and development.
  • Training skills, principles and methods used in conducting training courses.
Skills
  • Strong organizational. Interpersonal, presentation and communication skills.
  • Skilled with day-to-day benefits administration.
  • Proficiency in using technology and learning management systems for creating and delivering online training programs.
  • Strong proficiency with Excel and PowerPoint.
  • Problem-solving skills, and a deep understanding of human resources functions.
Ability to:
  • Perform duties independently under general, minimal supervision within the scope of the position, guidelines and Court policies and standards.
  • Align with the Court’ strategic direction with training and development needs.
  • Research, analyze and make recommendations on the needs of the assigned area of responsibility.
  • Creates simple to comprehensive reports and correspondence.
  • Prepare and make effective presentations.
  • Collaborate at all organizational levels with resource providers, vendors, or partner agencies, and everyone encountered in the workplace.
  • Acquire adequate knowledge in the assigned functions and roles to effectively address needs and issues.
  • Ability to manage competing priorities in a deadline driven environment.
  • Participate in the development of visual aids and other materials to meet specific needs; design and implement programs to meet employee and organizational needs.
  • Perform basic mathematical calculations.
  • Use a variety of computer applications., including the Court’s Human Resources Information and Training management systems, and other specialized systems, as required for the position.
  • Pay strong attention to details and accuracy.
  • Participate in group meetings or individual discussions.
  • Communicate effectively orally and in writing.
  • Understand and follow instructions and procedures.
  • Read and comprehend general and technical information.
  • Evaluate and analyze data and identify discrepancies and resolves issues efficiently.
  • Learn Court functions, culture, and applicable court function terminologies as required to perform the required skills, knowledge and abilities successfully for the position.
  • Establish and maintain collaborative, cooperative and professional working relationship.
PHYSICAL REQUIREMENTS
  • Frequent use of a personal computer and its peripherals including keyboard, mouse and monitor for extended periods of time.
  • May require the use of an automated telephone dialing system with a headset for extended period,
  • May be required to sit for extended period.
  • May be required to work in an environment that includes frequent interruptions and simultaneous attention to multiple tasks.
  • Frequent hand, fingers and/or wrist motion.
  • Minimal reaching at or above shoulder level.
  • Ability to work alone or closely with others.
  • May require movement through the department for use of a variety of office equipment such as fax machine, copier, etc.
  • Minimal bending, stooping, squatting, twisting, reaching, or working on irregular surfaces.
WORK ENVIRONMENT
  • Shared office environment with varying degrees of hot and cold air.
  • Shared workstation with varying setup.
  • Requires exposure to dust and printer toner.
  • Requires the ability to travel or be transported to work at other court locations, intermittently, temporarily or on a regular basis, depending on the business need of the court.
  • Must be able to traverse indoors and outdoors, over uneven ground and pavement in all types of weather.
  • Constant interruptions, with high volume of telephone and personal interaction.

SELECTION INTERVIEW: The interviews may be consolidated into one process or expanded into multiple interviews contingent upon the size and quantity of the candidate pool. Following the evaluation of the applications, the most qualified candidates may be invited to an oral board panel interview or directly to the selection interview. If an oral board panel interview is conducted, top candidates from the oral board panel interview will be invited to the selection interview with the hiring executive and/or members of the court executive management team. CONDITIONS OF EMPLOYMENT: Working in any of the Ventura Superior Court facilities requires employees to be subject to security screening by security personnel who use a combination of walk-through and handheld screening devices.
