Position Overview
ANSER is seeking an Associate Global Investment Advisor within the Office of the Deputy Assistant Secretary of Defense for Industrial Base Policy (IBP), Global Investment and Economic Security Directorate (GIES). In this role you will assist with managing reviewing, mitigating, and monitoring of foreign investments involving critical technologies and supply chain concerns within the Defense Industrial Base (DIB).
Day-to-Day Responsibilities
- Assist with review of CFIUS Joint Voluntary Notices and Declarations, including transaction documents, corporate ownership structures, cybersecurity and physical security policies, and USG contracting information.
- Support analysis and due diligence on foreign investment transactions to help identify potential risks to the DIB.
- Conduct research and fact-finding on foreign ownership, technology transfer, supply chain vulnerabilities, network resiliency, and cybersecurity risks, both independently and with guidance from DoD stakeholders.
- Analyze open-source and classified information to support the preparation of policy recommendations for DoD leadership.
- Assist in drafting case summaries, talking points, action memos, and supporting documentation for DoD leadership and interagency committees.
- Contribute to research on emerging investment trends, technology security policies, and evolving CFIUS guidance.
- Support DoD and interagency working groups by compiling data, tracking issues, and helping identify potential foreign investment risks in the DIB.
- Assist with preparation of Risk-Based Assessments (RBA) and mitigation terms under guidance from senior analysts.
Required Qualifications
- Active Top Secret security clearance with SCI eligibility/adjudication
- Bachelors degree
- 2 years experience in global investments advising
- Experience preparing and conducting business analyses and studies, needs assessments, requirements analysis/definition, and cost/benefit analyses to align business systems, solutions, and initiatives
- Experience and/or understanding of preparing forecasts, analyzing trends, and reporting regulations and business conditions
- Experience developing and analyzing metrics, performance measurements, requirements, reports, and recommendations related to management, organizational structure, policy/procedures, and business systems
- Experience identifying potential business risks, including business performance, economic case analysis, internal control, and enterprise risk assessment
Preferred Qualifications
- Strong interpersonal and social skills
- Exceptional written and verbal communication skills
- Demonstrated experience advising within the Department of Defense (DoD), Industrial Base Policy, or a similar strategic-level staff environment
- Proven experience briefing, interacting with, and providing counsel to senior military leaders, including Flag and General Officers
- Experience supporting on-site implementation of project plans and process improvement initiatives to ensure objectives are met
- Professional certification as a Project Management Professional (PMP), Lean Six Sigma (Green Belt or higher), or equivalent, with a track record of driving successful process improvement initiatives
