We are seeking an experienced and strategic Human Resources Director to lead and manage our HR department. This role will be responsible for overseeing all aspects of HR functions, including recruitment, employee relations, compensation and benefits, training and development, performance management, and compliance. The HR Director will play a key role in shaping and executing our people strategy, fostering a positive and productive work environment, and ensuring alignment with organizational goals.

Job Duties:

  • Advise the Director of Administration and agency leadership on human resources needs, workforce trends, and policy development. Develop and implement the agency's strategic HR plan to align with organizational goals. Lead succession planning and workforce development initiatives to ensure the agency meets its long-term staffing and leadership needs.

  • Create, update, and manage HR policies to reflect current legal requirements and best practices. Ensure compliance with federal and state regulations as well as agency standards. Collaborate with leadership to identify policy gaps and implement necessary changes to maintain a compliant and effective HR framework.

  • Address employee grievances and conflicts, conducting investigations and resolving issues in a timely and equitable manner. Foster a positive workplace culture by ensuring compliance with EEO/AA standards, workplace safety regulations, and promoting open communication among employees and management.

  • Design and implement recruitment strategies to attract and retain top talent. Develop procedures for applicant screening, interviewing, and hiring. Provide guidance to hiring managers on workforce planning, job offers, salary recommendations to ensure alignment with agency needs and policies.
  • Manage the agency's classification and compensation programs to maintain equitable and competitive salary structures. Oversee the delivery of employee benefits programs, including health insurance, retirement plans, and leave policies, ensuring that employees are well-informed and satisfied with available options.

  • Identify training needs and coordinate professional development programs to enhance employee skills, leadership capabilities, and job performance. Foster a culture of continuous learning by providing resources and opportunities for growth across all levels of the agency.

  • Ensure the accuracy and compliance of personnel transactions, HRIS management, and record-keeping. Prepare reports and analyses to support data-driven decision- making and workforce planning efforts.

  • Assist with special projects and initiatives as assigned by the Director of Administration. Provide input and support to cross-functional teams to address organizational priorities and challenges.

Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field. Minimum of five (5) years of progressive HR management experience and at least two (2) years of supervisory experience.

Additional Requirements:
Knowledge of principles and practices of human resources management. Knowledge of human resources policies and procedures and agency policies and procedures. Knowledge of federal laws and state regulations affecting human resources management. Knowledge of management and organizational concepts. Ability to establish and maintain effective working relationships. Ability to analyze needs and resources and to recommend and communicate solutions effectively. Ability to exercise judgment and discretion in applying and interpreting a variety of policies and procedures. Ability to direct and advise staff members

  • SHRM-SCP, SPHR, or other professional HR certification.
  • Experience in organizational development or strategic workforce planning.
  • Expertise in managing and leading diversity and inclusion programs.
