About This Position
The primary duties of the Payroll Manager, under the guidance of the Controller, will be to manage the payroll team that processes payroll on a bi-weekly cycle for union and non-union employees and other duties related administrative, reporting, audits, and journals.
- At least 2 years of payroll processing experience in union environment.
- Applicants must have 5 years of experience processing payroll for a small-medium sized organization or a bachelor's degree in accounting and 2 years of managing/processing payroll for a small-medium sized organization.
- Knowledge of the Fair Labor & Standards Act.
- CA Payroll Law experience required.
- Must be detail orientated.
- Must be able to work independently and as a team player company wide, within the Finance and People & Culture Teams.
- Must be self-driven and organized.
- Experience with Paylocity and NetSuite is preferred but not required.
KEY RESPONCIBILITIES
- Generate, review, and submit bi-weekly payroll (salary, time, and labor) for JVS SoCal and WEX (youth program.)
- Run payroll reports for each pay period and as requested.
- Calculate and input data from manual timecards for the youth program into Paylocity.
- Ensure all time corrections are accompanied by appropriate authorization forms (e.g. punch edit request)
- Ensure any Payroll compensation changes have the appropriate approvals.
- Process payment for employee reimbursements via payroll system batch – reconcile with accounting.
- Manage and update Paylocity earning and deduction codes, payroll groups, time and labor supervisor groups, etc. as needed.
- Process final checks for terms and salary adjustments.
- Prepare payroll and benefit journal entries for accounting.
- Enter benefit deductions into carrier websites and submit respective check requests.
- Prepare Union dues report and enter request in the invoice management system for payment after each payroll.
- Prepare payroll reporting for programs – e.g. GAIN contract reports, etc.
- Maintain Health, Dental, Vision, STD, LTD and life insurance premiums schedules.
- Reconcile Paylocity vacation and sick to Accounting GL balances vacation and sick schedules.
- Collaborate with department directors to ensure titles/positions, programs/grants, location, and allocations are accurate prior to each payroll.
- Contract review audits, Annual agency audit, worker's compensation audit and Form 5500 audit

While performing the essential functions of this job, the individual must be able to do the following: stand for extended periods; sit for extended periods; bend and reach for filing and other job-related functions; climb up and down stairs; bend, stoop, and lift to move and retrieve materials; pull, push, and lift; reach both above and below shoulder height. Specific visual abilities include close vision, color vision, depth perception, and the ability to adjust focus. Must be able to visually inspect work. Manual dexterity to operate computer and other office equipment required.
