Position Summary
The Grant Financial Analyst serves as the principal financial and grant analyst for a DHS grant. This position is responsible for monitoring, reconciling, and analyzing grant funding from award through expenditure to ensure financial accountability, regulatory compliance, and accurate representation of grant execution across participating sectors, State Administrative Agencies (SAAs), and local law enforcement agencies.
The position provides comprehensive financial oversight by validating approved grant budgets against actual expenditures, overtime utilization, equipment purchases, travel, and other authorized costs. Working closely with DHS, State Administrative Agencies, county grant offices, and participating law enforcement agencies, the Grant Analyst ensures that all financial activity accurately aligns with approved grant awards and contractual requirements.
Using a platform, this position develops financial dashboards, expenditure analyses, forecasting models, and executive reporting that provide leadership with real-time visibility into grant performance, spending trends, reimbursement status, remaining balances, and operational return on investment.
Primary Responsibilities
Grant Financial Analyst
Serve as the primary financial analyst responsible for monitoring all grant expenditures associated with the grant.
Responsibilities include:
- Analyze approved grant awards by sector and participating agency.
- Validate approved budgets against actual expenditures.
- Monitor burn rates and remaining funding balances.
- Track expenditures throughout the grant performance period.
- Identify funding variances and potential overruns.
- Develop financial forecasts based on operational trends.
- Ensure expenditures remain within approved grant categories.
- Recommend funding reallocations when authorized.
Financial Reconciliation
Conduct comprehensive reconciliation of financial information between:
- DHS approved grant awards.
- State Administrative Agency (SAA) allocations.
- County grant offices.
- Participating law enforcement agencies.
- Vendor invoices.
- Overtime reimbursement requests.
- Financial management systems.
Ensure financial records remain synchronized across all organizations supporting the grant.
Expenditure Analysis
Analyze operational expenditures including:
- Overtime costs.
- Personnel utilization.
- Patrol activity.
- Fuel expenditures.
- Vehicle mileage.
- Equipment purchases.
- Training costs.
- Travel expenses.
- Administrative costs.
- Technology expenditures.
Compare expenditures against operational outputs to evaluate grant effectiveness and financial efficiency.
Financial Reporting
Develop executive financial reporting including:
- Grant obligation reports.
- Expenditure summaries.
- Burn-rate analyses.
- Funding forecasts.
- Remaining balance reports.
- Cost-per-operation metrics.
- Cost-per-encounter analyses.
- Agency expenditure comparisons.
- Sector financial dashboards.
- Executive financial briefings.
INSIGHT Financial Analytics
Utilize an application to correlate financial expenditures with operational performance by:
- Measuring cost per encounter.
- Measuring cost per patrol hour.
- Comparing overtime expenditures to operational outcomes.
- Evaluating operational efficiency.
- Tracking agency utilization.
- Measuring grant return on investment.
- Identifying spending trends.
- Supporting future grant planning and budget development.

The primary responsibility of this position is to ensure that every dollar approved under a DHS grant program is accurately tracked, reconciled, analyzed, and reported from federal award through local expenditure. The Grant Financial Analyst provides financial transparency across DHS, State Administrative Agencies, and participating law enforcement agencies, ensuring that operational activity, grant expenditures, and reimbursement requests remain fully aligned, auditable, and compliant throughout the life of the grant.
