Job Description
The Iowa Department of Revenue’s Financial Services Division is seeking an Accounting Technician 3 to join our Alcohol Accounting/Finance team.
The Financial Services Division ensures the accurate accounting of state revenue collection and departmental expenses, while collaborating with leadership to manage the Department’s alcohol and tax-related processes and procedures. Additionally, this team of the division:
- Provides centralized accounting services for Alcohol Operations
- Helps coordinate wholesale alcoholic liquor distribution to more than 2,000 privately-owned retailers across Iowa
- Manages Class E Alcohol License Accounts and Liquor Sales Order processing
- Conducts daily reconciliation of Liquor Inventory and Liquor Sales revenues
- Facilitates Beer and Wine Tax reporting and collections
- Effectively collaborates with the Alcohol Operations and Licensing Team along with our Private Warehousing and Distribution partner Ruan
In this position you will be responsible for:
- Key team member for financial activity within operational systems including IADV, Microsoft Dynamics 365, GENTAX (IMPACT), as well as fleet and warehouse integrations
- Process and review accounts payable transactions
- Process employee spend authorizations and travel payments in the Iowa Advantage and Workday system
- Responsible for cash receipts: liquor payment journals, licensing revenue, tax reports and other miscellaneous inflows
- Communicate with customers and our distribution partner on delivery discrepancies, exception instances, or other retailer issues and accurately process inventory adjustments
- Provide support and adhere to internal procedures for financial transactions
Preference will be given to candidates with experience in the following:
- Experience with D365 Warehouse Management System (or equivalent) – processing and analyzing Vendor Payments and Customer Sales Orders and Inventory Adjustments
- Experience with the State Financial System – I3 and/or Iowa Advantage, GenTax (IMPACT) systems, Workday, and Microsoft Excel
- Experience working in Governmental Accounting, Licensing, and Taxation
- Prior customer service and multi-tasking experience
Job Specific Competencies:
- Knowledge of professional accounting principles, theories, concepts and terms.
- Ability to classify accounting transactions, maintain and reconcile accounts, close accounts and prepare reports and statements
- Knowledge of the programs of the department for which accounting services are provided
- Displays a high level of initiative, effort, attention to detail and commitment by completing assignments efficiently with minimal supervision
- Works and communicates with all internal and external clients and customers providing polite, quality professional service

Graduation from high school or G.E.D equivalency and experience equal to five years of accounting work involving compilation, tabulation, examination, verification or recording of financial, statistical or related fiscal program data using elementary bookkeeping principles and practices;
completion of a post-high school accounting curriculum from an accredited vocational, technical, business or community college, with at least twenty semester hours of accounting coursework;
an equivalent combination of education and experience, substituting one year of clerical office work for each year of the required education;
an equivalent combination of education and experience, substituting thirty semester hours of accredited post high school education in Business, Accounting or a closely related curriculum for each year of the required experience;
employees with current continuous service in the state executive branch that includes experience equal to one year of full-time work as an Accounting Technician 2.
