Job Description
Position Description: The Chief Program Officer provides strategic and operational leadership for all program areas, ensuring high quality program delivery, performance, compliance, and continuous improvement. This role oversees program development, implementation, evaluation, and staff leadership to ensure services are effective, sustainable, and aligned with organizational mission and strategic priorities. This is a full time, exempt position reporting to the President & CEO.

Schedule: Full-time
Locations: Restore Education Central Campus and Eastside Center for Excellence, with additional partner locations as needed. Some travel required.
Responsibilities
1. Agency Strategic Leadership
- Serve as a member of the executive leadership team.
- Support organizational and program level strategic planning.
- Establish and monitor team and program goals that support student success and organizational outcomes.
- Drive accountability, cross-functional collaboration, and measurable results across program areas.
- Partner with executive leadership to support organizational growth, innovation, and long-term sustainability.
2. Team Leadership
- Directly supervise senior program leaders and provide coaching, mentoring, and leadership development across program teams.
- Foster a collaborative, accountable, and high-performing culture centered on organizational mission and core values.
- Oversee recruitment, onboarding, retention, training, and professional development for program staff.
- Develop individual and team goals aligned with organizational and program priorities to support accountability, collaboration, and role clarity.
- Provide continuous feedback, coaching, and support to strengthen team member engagement and performance.
- Support team members in meeting performance expectations through professional development, performance management, and growth opportunities aligned with employee strengths and interests.
- Create opportunities to recognize and celebrate team member contributions in accordance with individual preferences.
- Demonstrate a commitment to continuous learning by integrating professional development opportunities into leadership and staffing practices.
- Ensure consistent performance management practices across program teams.
3. Program Leadership
- Provide strategic oversight of all program operations, service delivery, and participant outcomes.
- Ensure Restore Education’s education and training programs are relevant, effective, student-centered, and responsive to participant and community needs.
- Oversee the implementation and delivery of programs and services with fidelity to Restore Education’s model and curricula.
- Track, monitor, and report on program activities, outputs, and outcomes utilizing a results-based accountability framework.
- Refine, document, and standardize program processes and systems to maximize resources and student outcomes.
- Balance consistency across programs while allowing appropriate flexibility for specialized program needs.
- Adapt delivery models, systems, and processes as needed to respond to emerging organizational, student, and community needs.
- Ensure ongoing compliance with agency policies and all applicable funder, federal, state, and local requirements.
- Oversee scheduling, staffing, activities, and operational planning to support program sustainability and scalability.
4. Performance Management
- Support program teams in setting goals, targets, and performance measures aligned with grants and outcomes.
- Lead program evaluation and continuous improvement efforts with senior leaders.
- Identify performance risks and implement corrective action plans.
- Promote data informed decision making and continuous improvement across all program areas.
- Lead audits, surveys, and program reviews in collaboration with program leadership.
5. Compliance and Financial Oversight
- Ensure compliance with federal, state, and local requirements.
- Oversee program budgets and financial monitoring.
- Support budget development and management with program leads.
- Support contract management and funding optimization.
- Partner with CEO and COO on staffing models aligned with service and fiscal needs.
6. Community Engagement
- Support CEO and executive leadership in Board engagement and reporting.
- Represent the organization in community partnerships, coalitions, and workgroups.
- Build and maintain strong collaborative relationships with external partners.
- Ensure programs remain responsive to community and participant needs.
Additional Duties:
- Complete required professional development hours annually.
- Perform related duties as assigned.
Education and Experience
- Bachelor’s degree required. Master’s degree preferred.
- Texas Teacher Certification preferred.
- 7-10 or more years of leadership experience in education or non-profit organizations.
- Experience in strategic planning, program leadership, and performance management.
- Strong understanding of adult learning principles and learner needs across adult education, workforce development, opportunity youth, reentry, literacy, ESL, GED/HSE, and digital skills programs.
- Experience with data systems, reporting, and performance accountability.
- Strong communication and storytelling skills.
- Ability to build trust with diverse stakeholders, including learners, staff, partners, and funders.
- High emotional intelligence and cultural competency.
Knowledge and Skills
- Strong written and verbal communication skills.
- Strong interpersonal skills with learners, staff, and leadership.
- Experience working with diverse and underserved populations including low-income individuals, racial and ethnic minorities, LGBTQ+ individuals, parents, immigrants, and veterans.
- Ability to organize work, set priorities, manage multiple responsibilities, and meet deadlines.
- Ability to maintain confidentiality of sensitive information.
- Willingness to learn and acquire new skills.
- Ability to navigate ambiguity, change, and a fast-paced environment.
Schedule
- Full-time, with scheduled hours Monday through Thursday 9 am to 6 pm and Friday 9 am to 2 pm.
- Some evenings and weekends required.
Compensation and Benefits
- Salary range $120,000 to $135,000; dependent on experience and education

LICENSES OR CERTIFICATES
Must possess a valid Class “C” Texas Driver’s License or obtain one within 30 days of becoming a Texas resident.
PHYSICAL DEMANDS AND WORKING CONDITIONS
Work requires visual acuity, speech, hearing, and manual dexterity to operate standard office equipment. Duties include sitting, standing, walking, bending and twisting as needed to perform essential functions.
