HR Generalist - Payroll, HRIS, Benefits & Compliance

JOB SUMMARY

The HR Generalist is responsible for performing HR related duties on a professional level. This position administers human resources policies, procedures and programs and carries out responsibilities in the following functional areas: payroll preparation, Human Resources Information Systems (HRIS), benefit administration and compliance.

PRINCIPLE FUNCTIONS includes the following, other duties may be assigned:

HR Related Payroll Duties:

  • Manage the full cycle bi-weekly processing of HR related payroll functions such as preparing annual step increases, processing, and inputting all PAR's related to job status changes, address/name changes and ensuring proper notification and documentation of terminations.
  • Responsible for retro adjustments and appropriate documentation for HR and Payroll.
  • Calculate sign-on bonus repayments for employees who separate employment prior to their 2-year anniversary (excluding providers).
  • Manage missed benefit deductions for late enrollees and employees on leave of absence.
  • Perform technical, complex, and specialized HR, accounting, and fiscal support in payroll preparation and data processing.
  • Perform audits and analytical activities involved in maintaining the accuracy and integrity of payroll within the HRIS system.
  • Responsible for the termination process from beginning to end including COBRA administration.

HRIS:

  • Support and maintains all employee data in the HRIS system, confirms accuracy and integrity of all data entered and assures information is available on a timely basis.
    • Serve as a secondary verifier of employee data entered into the HRIS, including new hire records, benefit deferral changes, and other personnel transactions to ensure accuracy and compliance.
  • Maintain intermediate knowledge of the HRIS system.
  • Assist with system application changes and upgrades, reviews and tests system upgrades and changes.
  • Practice process improvement techniques to identify, re-engineer and enhance processes to improve quality and efficiency. Identify and resolve escalations or complex issues with strong emphasis on root cause analysis.
  • Complete employment verifications in collaboration with Payroll as needed.
  • Processe Public Service Loan Forgiveness (PSLF) forms.
  • Train and assist human resources end users in the use of HRIS applications.

Benefit Administration:

  • Collaborate with HR Business Partner to coordinate benefits, including open enrollment, new hire enrollment, terminations and life event changes.
  • Manage benefits plans within HRIS to accomplish applicable deductions and vendor payments for employee enrolled benefits programs.
  • Responsible for COBRA administration

Compliance:

  • Audit and serve as second verifier of employee records (hard file and HRIS) and other related documents to ensure files are current, complete and accurate, i.e. employment forms, licenses, certifications. Works with team to resolve any discrepancies to limit repeat occurrences.
  • Staff Credentials: Maintains education and credential records for hospital staff and provides monthly reports as necessary. Tracks completed mandatory education. Responsible for updating all credentials in the HRIS system and Employee File.
  • Acts as safety representative for the department. Attends and participates in Environment of Care meetings/activities.

JOB KNOWLEDGE & QUALIFICATIONS

Education

  • High School diploma or equivalent required; A.A./A.S. Degree preferred.
  • College coursework in Human Resources, Business Administration, Accounting or related program preferred.
Training and Experience
  • A minimum of two years obtaining knowledge of principles and practices of human resources is required.
  • A minimum of two years of experience in electronic timekeeping and payroll systems is required. Kronos experience preferred.
  • Human Resources and / or Payroll experience in a union setting highly desirable.

Computer Skills:

  • Advanced Database skills, such as the ability to sort and retrieve records and create layouts and reports.
  • Advanced spreadsheet skills, including the ability to insert formulas and mathematical calculations; create workbooks, use multiple worksheets; format and print worksheets; sort lists; create graphs and charts.
