Role Overview
The Director, Residential Services is accountable for the development, direction, and coordination of residential supports for adults receiving services through Rising Ground’s Intellectual/Developmental Disabilities (I/DD) Services department. Reporting to the Vice President, this leader oversees multiple residential programs (IRAs), ensures compliance with OPWDD standards, manages program budgets, and supervises program leadership, all while championing a culture of person-centered choice and the highest quality of life for the people we support.
Key Responsibilities
Program Development & Service Delivery
- Participate in applications for funding to provide residential services to adults with I/DD, based on the needs and desires of the people served.
- Create, implement, and enforce policies and practices that reflect the mission and philosophy of the organization and its funding sources.
- Develop, facilitate, and model appropriate treatment models and techniques for residential settings serving adults with I/DD.
- Provide I/DD staff with the resources needed to meet Residential Services and Community Inclusion criteria.
- Oversee delivery of services to all individuals in assigned programs, ensure services are properly documented, and recommend changes to treatment programs based on service outcomes.
- Partner with the Director of Entitlements and Community Affairs to ensure full census and benefits for individuals eligible for Residential Services.
Compliance, Quality & Incident Management
- Monitor adherence to OPWDD regulations and standards for the field, and review staff action plans to ensure they meet all regulatory requirements.
- Coordinate the management of Reportable Incidents for residential programs through to their conclusion.
- Monitor Human Rights issues related to behavior management and the use of psychotropic medications.
- Complete observations at all residential settings at least monthly.
- Conduct one unannounced visit per month to I/DD IRAs, complete the unannounced visit checklist, report results to the Vice President and Director of QI within one week, and follow up on action items at the next visit.
Planning & Administration
- Develop and implement an outcome monitoring system for staff action/habilitation plans, coordinated with all services provided to the person served.
- Create and manage program budgets through subordinate supervisors.
- Participate in the development and monitoring of each program’s P.E.I.s.
- Coordinate with other departments, including Clinical, Finance, General Services, QI, Development, and Human Resources.
- Represent the unit and department in multidisciplinary meetings, and represent the organization with governmental agencies, community groups, community-based organizations, and families of residents.
Leadership & Staff Supervision
- Manage subordinate supervisors who oversee direct care and clinical staff across I/DD Residential Programs, and directly supervise non-supervisory employees in the I/DD offices.
- Direct, coordinate, and evaluate each program in conjunction with the Vice President of I/DD Support Services, the Coordinator of Intake and Entitlements, and the Senior Vice President for I/DD Services.
- Carry out supervisory responsibilities, including interviewing, hiring, and training staff; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and resolving complaints, in accordance with agency policy and applicable law.
- Actively review all evaluations and disciplinary actions, and ensure staff meet mandatory training requirements.
- Provide coaching and mentoring to subordinates, as well as on-call emergency follow-up and guidance as needed.

Required Qualifications
- Master’s degree (MSW preferred) or equivalent combination of education and experience.
- Minimum of 7 years of related experience and/or training, including at least 4 years in a supervisory position overseeing multiple sites.
- Current, valid, and clean driver’s license.
- Ability to develop and maintain budgets for residential programs.
- Strong analytical and reasoning skills, with the ability to interpret technical, financial, regulatory, and legal documents, define problems, collect data, and draw valid conclusions.
- Excellent written and verbal communication skills, including the ability to respond to inquiries from regulatory agencies and the community, and to present information to senior leadership, public groups, and boards.
- Cultural sensitivity and a strong commitment to person-centered, inclusive services for the population served.

Work Environment
- Office-based with regular travel to residential sites; occasional exposure to outdoor weather conditions.
- Primarily seated work; occasionally required to stand, walk, and lift or move up to 10 pounds.
Position Type/Expected Hours of Work
This is a full-time, exempt position. Days and hours of work are Monday through Friday at our 475 West 250th Street office in Riverdale, Bronx. Some early morning, evening, and weekend work is expected, and the Director must be available to respond to calls pertaining to assigned residences, including on-call emergency follow-up.

- Ability to work in-person in New York City (NYC) at least 3 days per week
