About This Position
Essential Duties: (These duties are a representative sample; position assignments may vary.)
- Research, seek and apply for funding from various community stakeholders, and local, state and federal grants to support implementation of the HAP and homelessness services.; manage various types of funding sources and ensure compliance with grant reporting and administrative requirements.
- Lead the implementation, coordination, and ongoing management of the City’s HAP and related homelessness programs, including updates, amendments, and development of new strategies.
- Conduct analyses and develop recommendations on homelessness-related policies, programs, and services to support informed decision making.
- Effectively implement policies and strategies to address homelessness that strengthen and support the continuum of services, and support citywide goals.
- Represent the City in meetings with internal departments, service providers, community organizations, regional partners, and other government agencies to align efforts and ensure effective program implementation.
- Address and resolve issues and inquiries from residents, businesses, stakeholders, City staff, and elected officials related to homelessness impacts and City programs.
- Prepare and present reports, updates, and proposals to City Council, City Manager, Planning Commission, community organizations, other government agencies and the public, including HAP updates, municipal code amendments, and strategic initiatives.
- Plan and facilitate public engagement initiatives, workshops, and community events to increase community awareness about the City’s HAP.
- Perform related duties and responsibilities as assigned.
The ideal candidate will have skills in: communicate effectively and professionally in both oral and written forms, including delivering presentations, preparing clear and concise reports, correspondence, policies, procedures, and other written materials with internal and external stakeholders; building cooperative relationships and represent the City effectively in interactions with the public, community groups, elected officials, governmental agencies, and professional organizations; analyzing complex problems, identify and evaluate alternatives, project outcomes, and implement sound recommendations in support of organizational goals; researching, collect, compile, and analyze data and information to support decision-making and reporting requirements; interpreting and apply relevant policies, procedures, laws, and regulations to assigned programs and functions; planning, organize, and prioritize work effectively to meet deadlines and manage multiple responsibilities; exercising sound judgment, flexibility, creativity, and sensitivity in response to changing circumstances and needs; managing and monitoring complex projects within scope, schedule, and budget, including tracking deliverables, resources, and outcomes; negotiating, preparing, administering, and monitoring contracts and agreements; preparing and maintaining accurate records, reports and related documentation in accordance with established procedures; proficiently using computer systems, software applications, and modern business equipment to perform a variety of work tasks; demonstrating strong interpersonal skills for effective teamwork, customer service, and collaboration with diverse individuals and groups. responding to requests and inquiries from the general public, City staff and elected/appointed officials or commissions through management; communicating, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
Equivalent to a bachelor’s degree from an accredited college or university with major course work in social sciences, public health, public administration, business administration, planning, or a related field plus four years of increasing responsible professional experience in governmental homeless services, social services or related homeless services; managing professional contracts and grants including preparation, monitoring and reporting; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
