The successful Proposal/Marketing candidate will partner and work closely with executives, senior market leaders and delivery teams on tracking opportunities and developing strategies to capture work in competitive markets; creating persuasive proposals, presentations, marketing materials and internal/external communications; tracking and coordinating industry and client events; overseeing branding and graphic content development; and maintaining systems and tools to promote overall efficiency and effectiveness. The position provides a variety of sales and marketing support functions as outlined below.

This role is based in Anaheim, CA, and supports Safework teams located in California, Washington, and Texas. As Safework expands its services, so might the geography covered by this role.

Essential Duties:

The Proposal/Marketing Manager supports sales/marketing and business development efforts companywide, including strategic client development and proposal tracking; supporting pre-positioning activities; creation of persuasive proposals, presentations, and marketing materials; research of pursuits and client organizations; team development and training; and maintenance of systems and tools to promote overall efficiency and effectiveness. The Marketing/Proposal Manager will work closely with executives, senior market leaders, technical/delivery staff and other corporate departments. Primary responsibilities include:

Proposal / Presentation Development: Partner with capture teams on pursuits and presentations to advance our positioning and deliver proposals that resonate with our clients. Responsibilities include coordinating with the pursuit team on all elements of pursuits, such as strategy development, messaging, formatting, graphics development, editing/review, compliance, proofreading, brand adherence, and efficient and timely production. Additional core responsibilities include developing and managing detailed workplans, outlines, compliance matrices as well as establishing and driving production schedules, Lead and manage proposal development from RFQ to final RFP, including shortlist and interview phases. Develop proposals and SOQs in InDesign. Ensure all proposal elements (written, visual, and contractual) are compliant, accurate, and aligned with brand standards. Oversee production and delivery of final proposal documents Facilitate interview and presentation preparation and coaching as required.

Proposal Management: Organize and facilitate proposal kickoff, status, and review meetings. Lead storyboarding and strategy alignment to ensure persuasive and client-focused proposals. Guide teams in developing compelling themes, value propositions, and win strategies.

Content Strategy and Development: Write and edit high-quality proposal sections such as executive summaries, project approaches, resumes, and team qualifications. Collaborate with operations leadership, technical staff, and subject matter experts to translate complex ideas into clear, client-centered content. Review and refine resumes, project descriptions, and other boilerplate content to maximize impact. Implement client-specific messaging to reflect values, goals, and evaluation criteria.

Client and Business Development: Provide business development support to facilitate client development and account strategies, including assembling information packages; aligning industry and conference participation with growth strategies; organizing client and special events; and maintaining marketing data and files. Work with executives, market leaders and capture managers to understand and respond to client needs, meetings, and events.

Marketing and Communications: Contribute to company marketing process improvements to support efficiency and overall sales program effectiveness. Provide planning support for key conferences to maximize presence and investment. Organize and drive internal and external corporate communications.

Meeting Facilitation: Facilitate marketing and business development meetings, including external meetings with teaming partners, subcontractors, and external stakeholders during the pursuit, proposal development and presentation phases of opportunities. Support internal and client-facing meetings related to pursuits, interviews, and debriefs. Present proposals and concepts to clients, internal leadership, and teaming partners as needed. Organize notes, track actions and follow-up items, and effectively communicate all.

Marketing Information: Manage processes to create and maintain well-organized, up-to-date qualifications statements, project descriptions, and resumes that reflect firm strengths and client benefits. Provide timely entry of accurate and complete opportunity information and products in company tracking systems.

Market Sector and Service Line Development: Coordinate with market and service line leaders and senior technical staff to implement market initiatives. Support events, communications, and branding efforts to enhance Safework’s position in the market.

Process Improvement and Training: Identify, develop, and implement process improvements to increase efficiency and quality of proposals. Contribute to the development of pursuit tools, templates, and style guides. Support strategic planning efforts related to proposal team operations, tools, and training. Supervise and mentor proposal team members and share best practices in writing, positioning, and proposal strategy.

Desired Skills, Experience, and Qualifications:

  • A Bachelor’s degree (Communications, English, Journalism, or Marketing preferred) with 5-10 years of experience in a related role preferred. Experience in program/project/construction management is preferred. Experience in engineering, environmental, architectural, and/or construction-related fields is acceptable.
  • Excellent interpersonal and communications skills with emphasis on superior persuasive writing and presentation ability. Experience coaching others in interviews/presentations preferred.
  • Ability to multi-task, prioritize, and work independently as well as in team environments, often under tight deadline situations
  • Ability to manage multiple deadlines and perform professionally under pressure.
  • Strong writing, editing, and storytelling skills with the ability to tailor content for technical and client audiences.
  • Familiarity with RFP/RFQ analysis, compliance, and public procurement processes.
  • Proficiency in Microsoft Office, Adobe InDesign, SharePoint, and CRM software.
  • Experience collaborating with technical staff, executives, and external partners.
  • Understanding of industry trends in public procurement and alternative delivery models.
  • Ability to identify key issues and patterns from partial/conflicting data
  • Travel upon request and as required
