Challenging Projects:

As a Program Manager with JCTM you will serve as the single point of accountability for execution of a complex Special Operations Forces training support contract. This high-visibility role requires full ownership of program performance across staffing, training delivery, compliance, security accountability, customer engagement, and operational execution in support of Multi-Domain Operations instruction.

Key Responsibilities:

  • Program Execution and Deliverables: Lead full contract execution across cost, schedule, performance, staffing, training integration, and compliance. Develop, maintain, and continuously update the Project Management Plan, Monthly Status Reports, risk tracking, mitigation plans, and other required contract deliverables.
  • Customer and Stakeholder Engagement: Serve as the primary program interface with Government stakeholders while operating within a non-personal services environment. Attend and lead coordination, synchronization, and program review meetings to ensure alignment with mission objectives and contract requirements.
  • Personnel and Workforce Management: Maintain staffing continuity, oversee site leads and functional leads, manage vacancies within required timelines, and lead multidisciplinary teams across cyber, SIGINT, electronic warfare, autonomous systems, robotics, and instructional design.
  • Training and Instructional Oversight: Oversee the execution of Multi-Domain Operations training across cyber-enabled operations, SIGINT, electronic warfare, autonomous systems, and robotics. Ensure curriculum development and delivery align with Government-approved Programs of Instruction and the ADDIE instructional design framework.
  • Quality Control and Compliance: Develop and implement a Quality Control Program focused on continuous process improvement, trend analysis, root cause analysis, corrective actions, and compliance oversight. Ensure contract execution remains aligned with applicable FAR, DD254, NISPOM, and security requirements.
  • Student Management and Training Operations: Oversee student throughput tracking, start rosters, completion rosters, graduation rosters, attrition reporting, training capacity, utilization metrics, and alignment with command training schedules.
  • Security and Clearance Management: Maintain accountability for personnel clearance tracking, DISS updates, CAC management, access control procedures, NIPR/SIPR access requirements, OPSEC, IA, cybersecurity protocols, and installation force protection compliance.
  • Resource, ODC, and Training Aid Management: Oversee procurement and integration of training aids, software, hardware, UAS systems, specialized tools, and equipment. Ensure Other Direct Costs are properly approved, documented, and compliant with DoD, NDAA, and regulatory requirements.
  • Travel and Operational Planning: Manage contractor travel in accordance with the Joint Travel Regulations and applicable FAR requirements. Ensure travel is mission-aligned, cost-effective, and properly approved.
  • Risk, OCI, and Surge Management: Identify and mitigate program risks across execution, staffing, training delivery, and compliance. Address Organizational Conflict of Interest risks and support surge requirements as mission needs evolve.
  • Emerging Technology Integration: Support the integration of emerging technologies, including AI, robotics, remote systems, autonomous platforms, and related tools into training programs to meet evolving operational requirements.

You Have:

  • Active TOP SECRET Security Clearance with SCI eligibility
  • Project Management Professional certification
  • 10+ years of program management experience supporting DoD, SOF, or high-tempo operational programs
  • Demonstrated experience managing training programs and instructional systems
  • Experience managing Government contract deliverables, compliance requirements, and customer-facing program reviews
  • Experience leading multidisciplinary technical teams across cyber, SIGINT, electronic warfare, autonomous systems, robotics, instructional design, or related mission areas
  • Experience with curriculum development and instructional delivery using the ADDIE framework
  • Experience managing staffing continuity, workforce planning, training operations, and performance accountability
  • Experience procuring and managing training aids, specialized equipment, software, hardware, and Other Direct Costs
  • Knowledge of FAR requirements, DD254 requirements, NISPOM security requirements, and Government contract compliance practices
  • Ability to manage risk, maintain audit-ready program documentation, and execute corrective actions when required
  • Ability to operate effectively in a non-personal services environment while maintaining contractor independence and accountability
  • Ability to clearly articulate program status, risks, performance metrics, and mitigation strategies for Government and executive-level stakeholders
  • Ability to use prior experience and judgment to address new situations, especially in high-tempo operational or training environments

Nice to Haves:

  • Prior experience supporting USAJFKSWCS, USASOC, USSOCOM, or similar Special Operations mission sets
  • Experience in Special Operations training environments
  • Familiarity with Multi-Domain Operations training requirements
  • Knowledge of DoD 8570 / 8140 requirements
  • Experience integrating emerging technologies such as AI, UAS, robotics, remote systems, or autonomous platforms into training programs
  • Experience supporting student throughput, training capacity planning, attrition tracking, and training effectiveness evaluation
  • Experience managing surge requirements and rapid staffing adjustments in support of evolving mission needs

Clearance:

Applicants selected will be subject to a security investigation and must meet eligibility requirements for access to classified information; TS/SCI clearance is required.
