Citizenship: U.S. citizenship required

Missing Link Security is seeking an experienced Senior Data Analyst to support the Office of Head Start (OHS) Training and Technical Assistance Data Platform, known as the TTA Hub, in support of the U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF).

The Senior Data Analyst will lead the team's approach to data quality, shared definitions, reporting, and decision support for OHS stakeholders. This role will help ensure that TTA Hub data is consistently defined, understood, validated, and translated into meaningful information that supports national and regional program needs.

This is a Key Personnel position and will be named in our proposal.

Responsibilities
  • Define and enforce the team's approach to data management, including shared terminology, quality checks, data lineage, governance, and reporting measures.
  • Establish and maintain consistent analytic definitions and documented interpretations of TTA Hub data.
  • Translate questions from national and regional stakeholders into dashboards, requirements, quality measures, and documented interpretations.
  • Lead the data portion of a multi-year Continuous Quality Improvement (CQI) roadmap, including development of the draft at month six and final at month eight.
  • Review source data and interfaces in collaboration with the Data Engineer and Data Scientist.
  • Identify and communicate data findings, limitations, and data-use requirements to technical and non-technical stakeholders.
  • Support data profiling and validation activities to identify quality issues and improve confidence in reporting.
  • Validate dashboards and reporting measures to ensure information is accurately represented.
  • Facilitate discussions with stakeholders to understand reporting and decision-support needs.
  • Define and document data and integration requirements to support reporting and analytics.
Requirements:
  • Six (6) or more years of experience in analytics and data governance, including leadership responsibility for data quality, definitions, and stakeholder-facing reporting.
  • Bachelor's degree in analytics, statistics, information systems, or a related field, or equivalent demonstrated experience.
  • Strong SQL skills.
  • Experience with data profiling and data-quality assessment.
  • Experience establishing and applying data-governance practices.
  • Experience developing and maintaining analytic definitions and shared data terminology.
  • Experience validating dashboards and reporting outputs.
  • Demonstrated ability to facilitate discussions with stakeholders and translate their questions into actionable data and reporting requirements.
  • Strong data-storytelling skills, including the ability to communicate findings and limitations clearly.
  • Experience defining data integration requirements.
  • U.S. citizenship required.
  • Ability to obtain and maintain a Public Trust clearance and obtain a Personal Identity Verification (PIV) card.
Preferred Qualifications
  • Knowledge of Head Start or the Training and Technical Assistance (TTA) environment.
  • Experience working with Federal privacy requirements.
  • Experience supporting or providing data and reporting oversight for regional contracts.
  • Experience developing, analyzing, or incorporating survey and feedback measures into reporting and decision support.
