Description:

Pathfinder Consultants is a Service-Disabled Veteran-Owned Small Business (SDVOSB) based in Washington, DC. Pathfinder is looking for a candidate to fill a Sr. Closeout Specialist position for a contract supporting Department of Homeland Security (DHS), Office of Procurement Operations (OPO). This is a fully remote position.

Additional Required Knowledge and Skills:

In addition to the experience and educational requirements described, the Sr. Clouse-out Specialist shall clearly possess the following knowledge and skills:

  • Ability to communicate effectively, both orally and in writing
  • Ability to conduct comprehensive research and analysis of technical and cost contracts
  • Ability to read and interpret acquisition policy, and regulations

Responsibilities and Duties:

  • The Office of Procurement Operations (OPO) requires contractor support to provide contract closeout support services to assist the OPO closeout team, closing a backlog of all contract type awards. Services shall include but are not limited to the following: reconciliation of the status of funds as shown in the PRISM contract file and the financial status in the financial system; preparation and issuance of contract closeout modifications and the supporting documentation needed for closeout.
  • The contractor shall reconcile and close-out contract funding obligations and expenditures with the invoice/voucher amount and determine the amount due to the Government or owed to the contract vendor, if any, for the expired option periods.
  • The contractor shall coordinate with the vendor, the DHS finance office, the DHS program office and COR, DCAA/DHS auditors, and the OPO program office staff as needed to obtain necessary information to reconcile, for example to make payment on an outstanding invoice.
  • The contractor shall verify that the contract reconciliation and closeout include documentation confirming final payment for the expired period of performance/option periods; that any overpayment has been recovered; and that any remaining unliquidated balance of funds has been de-obligated in accordance with the HSAR, the HSAM and OPO policies and procedures.
  • The Contractor shall ensure the assigned metrics are met during the reconciliation and closeout process.
  • General IT systems utilized are EIS (Enterprise Information System), Microsoft Word, Microsoft Excel, Microsoft Outlook, Microsoft PowerPoint, Microsoft Teams, Adobe Acrobat, Internet Explorer, PRISM, Contract Opportunities, CPARS/PPIRS, SAM, GSA eBuy.
Requirements:
  • BA/BS degree,
  • Minimum of ten years post award contract administration and management experience, with a minimum of five years specialized experience in federal government contract management and administration, as a federal employee or as a contractor employee. Prior Defense Acquisition Workforce Improvement Act (DAWIA) or Federal Acquisition Certification – Contracting (FAC-C) Level III certification is highly preferred.
  • Contract closeout actions require personnel with a high level of government contracting knowledge and skills, experience utilizing government contract writing and financial management systems,
  • Working Knowledge of PRIM System
