Department: Human Resources
Reports to: Town Manager
FLSA: Exempt
Grade: 95

SUMMARY: The Human Resources Director oversees Human Resources Management functions and supports a positive Town culture aligned with Town’s Justice, Equity, Diversity and Inclusion (JEDI) values. This position is an executive level position and a key contributor to the Town’s leadership team.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Human Resource Management
Plan and manage the Town’s human resource management systems and programs
Serve in an advisory capacity to Town Manager, department heads and supervisors to achieve staffing-related objectives
Evaluate staffing levels and make recommendations
Oversee recruitment and participate on interview committees; conduct senior-level recruitment
Advise and assist Town Manager, department heads and supervisors with performance management, disciplinary actions, employee relations, and other employee matters
Address complaints and mediate conflicts; conduct or refer investigations
Identify and implement organizational development activities, trainings and opportunities
Develop and implement employee retention and engagement strategies
Administer Town’s Health Insurance Plan; partner with broker on renewals and plan amendments
Recommend, implement and oversee Town’s total compensation benefit package
Administer Town’s compensation plan with fiscal responsibility
Hire, develop and supervise HR Department staff
Convene the Employee Advisory Committee
Other duties and special projects as assigned

Policy & Risk Management
Maintain compliance with federal and state employment law and adopted policies and procedures
Administer the Employee Handbook; recommend, draft, and implement employee policy revisions
Consult with in-house and specialized legal counsel
Serve as the Town’s Designated Employer Representative (DER) for the DOT Drug & Alcohol Program
Inform Town Manager and Deputy Town Manager of issues and recommend solutions
Stay current on legislation affecting human resources administration; maintain technical job knowledge

Administration
Negotiate and administer contracts for services
Serve as custodian of personnel files
Prepare and submit various types of human resources documentation and compliance reports
Collaborate with Finance department on annual personnel budgeting
Prepare department budget; monitor expenditures
Conduct informational studies, prepare reports and presentations for decision-making purposes

MINIMUM QUALIFICATIONS (Education/Experience/Licenses/Certifications):
Bachelor’s degree in Human Resources or related field and five (5) years progressive experience in general human resources management including three (3) years of leadership/supervisory experience or an equivalent combination of education and experience. PHR, SPHR, SHRM-CP, or SHRM-SCP strongly preferred.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:
Knowledge of: Knowledge of local, state and federal employment law; policies and best practices governing human resources activities, public sector human resources administration; employee classification and compensation principles; benefits administration; recruitment and selection systems and strategies; employee relations, conflict resolution and risk management principles; organizational development.

Skill in: Advising various stakeholders; problem solving; communicating complex concepts effectively verbally and in writing; presentation skills; long range planning; process improvement and change management; time management; ethical judgment; leadership; negotiation and influence; flexibility; innovation; intrapersonal and conflict resolution skills; maintaining confidentiality; understanding, interpreting, and applying regulations.

Environmental Factors:
Work is performed primarily in a standard office environment and in and around the Town’s buildings and facilities.
Physical Factors:
While performing the duties of this job, the employee is often required to sit for extended periods of time; may occasionally be required to lift and/or move items weighing up to 20 pounds.
