Job DescriptionThe Housing Counselor supports neighbors in achieving housing security by:
• Connecting renters and landlords with community resources
• Promoting affordable housing, especially in the City of Syracuse
• Counseling around tenant-landlord disputes
• Addressing core housing concerns
• Performing Housing Quality Standards inspections
• Assisting in creating individualized housing action plans
• Identifying eligible participants for rental assistance and supporting applications
• Assisting in Foreclosure Prevention Program
• Connecting participants with other essential supports through referrals
• Providing sustained case management and continued engagement
Essential Job Functions• Support Tenants/Homeowners in obtaining and sustaining safe, healthy, affordable housing and in avoiding eviction/foreclosure
• Rental Site Visits with participants to view apartments, meet landlords and code officials, and assess housing quality
• Manage Caseload as directed by supervisor(s)
• Documentation of activities in required database(s) as directed by supervisor(s)
• Perform Outreach to participants throughout NEHDA’s service area
• Develop and Implement Workshops for tenants, landlords, and homeowners that promote sustained, safe, healthy, affordable housing
• Work collaboratively with the NEHDA and SNCC teams to support the overall needs of participants and promote opportunities
• Other Duties as Assigned and as directed by supervisor(s)

Benefits● SNCC pays 85% of Individual Excellus Gold Healthcare plan
● SNCC pays 100% Individual Excellus dental plan
● NYS required sick leave PTO for first 90 days (1 hr earned every 30 hrs worked);
● 150 hours PTO annually (prorated) after 90 days of continuous employment
● SNCC 401(k) contribution of 4% and up to 1% match begins date of hire, vests after 1 year of continuous employment
Essential Job Duties and Responsibilities● Support funded programs and services as directed by supervisor(s)
● Work Collaboratively with NEHDA staff and administration to serve the housing needs and refer for additional essential services
● Engage professionally with neighbors, businesses, and others
● Other duties as assigned by supervisor(s)
Minimum QualificationsRequirements listed represent necessary abilities and skills. Modifications may be made to enable all individuals to perform the essential functions.
● HUD Certification highly preferred
● Outgoing personality and ability to interact effectively with others required
● Syracuse city resident with strong community connections preferred
● Relevant education and experience preferred
● Strong organization, time-management, and listening skills required
● Collaborative work ethic required
● Multi-lingual, multicultural abilities preferred
● Must have a reliable vehicle for travel within Syracuse and Onondaga County
Certificates and Licenses● Must pass HUD exam within 90 days of hire
● Valid and clean NYS driver's license
● Able to pass criminal and DMV check upon hire
Equipment, Machines and Software UsedRegular use of computer, copier, phone, MS Office, Salesforce, and other software
Working Conditions and Physical Demands● Ability to travel throughout service area, occasional exposure to outside weather
● Ability to work at a computer for extended periods and to attend meetings
