Job Description

Qualifications:

  • Bachelor’s degree in accounting, Finance, or Business Administration with a concentration in Accounting.
  • Four (4) years of relevant professional accounting experience; local government or public-sector experience is preferred.
  • Strong proficiency with Microsoft 365, particularly Excel, and the ability to learn and use accounting and financial management systems.
  • Ability to interpret complex legal and regulatory requirements and recommend and implement policies and procedures that support compliance.
  • CPA designation, a relevant master’s degree, or another related professional certification is strongly preferred.
Key Responsibilities

Accounting and Financial Reporting:

  • Perform general ledger accounting, accounts payable, transaction processing, journal entries, and reconciliation of bank, investment, and other accounts.
  • Coordinate and complete monthly accounting close activities, including account reconciliations, accruals, adjusting entries, and month-end reporting.
  • Coordinate and complete year-end closing activities, including year-end reconciliations, journal entries, schedules, and supporting documentation.
  • Support in the preparation of the financial reports and financial statements in accordance with generally accepted accounting principles (GAAP) and Governmental Accounting Standards Board (GASB) standards.
  • Assist in the completion of the annual financial audit, including preparation of audit schedules, workpapers, reconciliations, audit confirmations, and supporting documentation; respond to auditor requests and assist with resolution of audit findings.
  • Prepare and coordinate Forms 1099, annual certifications, and other required year-end financial reporting and filings.
Fixed Asset Accounting:

  • Coordinate fixed asset records, including additions, disposals, transfers, and depreciation.
  • Conduct periodic physical inventory of fixed assets and reconcile physical assets to accounting records.
  • Reconcile fixed asset records to the general ledger and ensure accurate supporting documentation.
  • Ensure fixed asset accounting complies with Authority policies and applicable GASB requirements.
Revenue Analysis, Budgeting, and Internal Controls:

  • Prepare monthly revenue summaries and analyze trends.
  • Assist with development, monitoring, and tracking of the Authority’s annual budget.
  • Monitor financial activity and identify significant variances or issues requiring management attention.
  • Maintain documented accounting and financial procedures and recommend improvements to accounting practices and internal controls.
Project Reimbursements:

  • Review transportation project reimbursement requests for accuracy, completeness, and compliance with Authority policies, procedures, agreements, and applicable funding requirements.
  • Review supporting documentation and make recommendations regarding reimbursement requests.
  • Coordinate with jurisdictions to resolve discrepancies and obtain additional documentation as needed.
Investment Management:

  • Provide backup support for Tracker investment management systems.
  • Backup support for entering securities and interest income into the Tracker investment management system and ensure investment records are accurate and up to date.
Procurement and Contract Management:

  • Support procurement activities and related contracts in accordance with the Virginia Public Procurement Act, applicable grant requirements, and Authority policies and procedures.
  • Support the coordination of the procurement processes, including solicitation documentation, vendor communications, evaluation materials, contract documentation, and required approvals.
  • Maintain procurement and contract records and ensure required documentation is complete, accurate, and properly maintained.
  • Monitor contract-related administrative requirements, including renewals, amendments, insurance documentation, and other required compliance items.
  • Assist staff with procurement and contract-related questions and coordinate with vendors and other stakeholders as needed.
Grant Coordination:

  • Provide administrative and financial support for the Authority’s federal, state, and other grant programs.
  • Maintain grant files, agreements, supporting documentation, and financial records in accordance with applicable requirements.
  • Track grant expenditures, reimbursements, reporting deadlines, and other grant-related activities. And assist with preparation and submission of required grant reports, certifications, reimbursement requests, and supporting documentation.
  • Coordinate with internal staff and funding agencies regarding grant documentation, reporting requirements, and compliance matters.
  • Monitor grant activities and expenditures for consistency with approved budgets, grant agreements, and applicable requirements.
IT Service Coordination:

  • Support the coordination of outsourced, cloud-based IT services and facilitate communication between the Authority staff.
  • Monitor service delivery and coordinate IT communications and service-related issues.
  • Responsibilities focus on service coordination and do not require specialized IT expertise.
Special Projects:

  • Conduct financial, accounting, and quantitative analyses.
  • MD&A Statistical Data analyses.
  • Manage multiple assignments and deadlines and research financial and operational issues.
  • Prepare findings, recommendations, schedules, and reports for senior management, committees, and the Authority’s governing body.
