About This Position

Churchill County is currently recruiting for an Operations Specialist to work in the Assessors office. The person in this position will perform a wide variety of specialized office support of the operations of the department. The position requires the processing and data entry of moderately complex documents, records fees, and provides information to the public.

As a full-time, regular position, the person hired would be enrolled in the Nevada PERS retirement system. In addition to the salary paid, the county contributes an additional 36.75% into PERS on the employee's behalf (value of $7.20/hour or $14,980 annually). In addition, the employee will not contribute to Social Security, resulting in an additional 6% in take-home pay (an equivalent of $1.18/hour or $2,440 annually). The county also pays 100% for employee-only health insurance premiums (equivalent to $6.19/hour or $12,880 annually). Employees in these positions will also receive full accruals of vacation leave (8 hours per month) and sick leave (10 hours per month). These employees also receive 8 hours for pay for paid holidays.

Position Summary: Responsible to perform a wide variety of specialized office support of the operations of the department. The position requires the processing and data entry of moderately complex documents, records fees, and provides information to the public.

Distinguishing Characteristics
This class is distinguished from other County office support classifications in that incumbents provide the full range of specialized assessment support duties. This class is distinguished from Deed & Title Review Specialist in that the latter performs technical support to the assessments of County properties.
This job description indicates, in general, the nature and levels of work, knowledge, skills, abilities and other essential functions (as covered under the Americans with Disabilities Act) expected of the incumbent.   • Demonstrates regular, reliable and punctual attendance.
  • Assists general public, customers and staff in person, over telephone and by email; answers inquiries, receives and attempts to resolve complaints, explains policies, procedures and proper use/completion of department forms.
  • Manages databases and/or spreadsheet files and to develop special report formats.
  • Researches and assembles information from a variety of sources for the completion of forms or the preparation of reports; makes arithmetic or statistical calculations.
  • Processes documents; maintains records, and conducts data entry of certain records; assists with the data entry for Property Appraisers into the database; maintains both statistical and non-statistical records and compiles regular reports.
  • Receives, processes and explains various tax exemption and rebate programs to the public; answers complex and difficult inquiries from the public or other departments regarding parcels of land and County policies and procedures related to assessments; interprets property deeds and explains property maps to the general public.
  • Provides support to Appraisers; copies and records fees for property maps as requested; prepares a variety of general correspondence, legal documents, special reports, and instructions; maintains and monitors files, follows-up on due dates, and performs other monitoring functions to ensure timely completion of work; performs a variety of other clerical duties including copying and assembling materials, collecting and distributing mail, answering phones, faxing documents, and other related tasks.
  • Organizes, maintains and purges various departmental files.
  • Proofreads and checks materials/documentation for accuracy, completeness, and compliance with departmental policies and regulations.
  • Enters and retrieves data and prepares reports using a variety of software programs; reviews such reports for accuracy and makes corrections as required; operates standard office equipment.
  • Assists with collections of unsecured accounts.
  • Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.

Education and Experience

High School diploma/GED; AND two (2) years of general administrative support experience; OR an equivalent combination of education, training and experience.



Required Knowledge and Skills
Knowledge of:
  • Policies and procedures of the department.
  • Use of specified computer applications involving word processing, data entry and/or standard report generation.
  • GIS and mapping software.
  • Use of specified computer applications involving the design and management of databases or spreadsheet files and the development of special report formats.
  • Business arithmetic.
  • Applicable regulations, policies and statutes.
  • Office administrative practices and procedures.
  • Business letter writing and the standard format for typed materials.
  • Record keeping principles and practices.
  • Correct business English, including spelling, grammar and punctuation.
  • Techniques for dealing with the public, in person and over the telephone.
Skill in:
  • Performing technical, specialized, complex or difficult office support work.
  • Reading and explaining rules, policies and procedures.
  • Analyzing and resolving varied office administrative problems.
  • Organizing, maintaining and researching office files.
  • Compiling and summarizing information and preparing periodic or special reports.

Required Certificates, Licenses and Registrations
  • Nevada Driver's License.
  • May be required to obtain State of Nevada Personal Property Appraisers certification within two (2) years of date of employment.
