OBJECTIVE AND POSITION SUMMARY
The Workforce Innovation and Opportunities Act (WIOA) Youth Program for the City of Phoenix provides services to youth with barriers to employment, with a special focus on supporting the educational and career success of out-of-school and in-school youth. Additional services provided include career exploration and guidance, continued support of educational attainment, and training for in-demand industries and occupations. The goal of the program is for qualified youth to obtain employment along a career pathway, enrollment in postsecondary education, etc. - prior to the end of participation.
The Senior Case Manager (SCM) will provide comprehensive services to youth ages 14-24 years. SCM will support, encourage, mentor, and guide youth to maximize their chances of success in meeting their goals and objectives. SCM assists the Outreach and Intake Specialist with outreach and recruitment, provides coaching of the Individual Service Strategy (ISS), coordinates occupational and skills training, coordinates Work Experience opportunities (paid internships), provides supportive services as well as follow-up and retention services. SCM communicates regularly with staff, the Youth Program Manager and other professionals.

PRIMARY DUTIES AND ESSENTIAL FUNCTIONS
- Use written and oral communication skills
- Read and interpret data, information, and documents
- Analyze and solve non-routine and complex office administrative problems
- Learn and apply new information or skills
- Perform highly detailed work on multiple concurrent tasks
- Interact with managers, staff, customers, the public, and others encountered in the course of work
- Build and maintain working relations with community organizations
- Develop workable partnerships with opportunity youth and educational organizations where necessary
- Help recruit and manage Youth program participants
- Interview and conduct intake assessment including TABE assessment and collecting appropriate documents to complete enrollment requirements
- Coach participants in completing a participant plan that address barriers, implement education, employment, development, and training goals
- Update case notes & files per contractual and CPLC’s requirements
- Facilitate co-enrollment of participants with other workforce and social services programs
- Provide follow-up services after exit per program requirements
- Provides emergency assistance, crisis intervention, and referrals
- Develop and maintain working relationships with educational and community partners to establish referral networks
- Attend all organizational, departmental, contractual program meetings, trainings and events
- May perform other duties as assigned
MINIMUM QUALIFICATIONS AND COMPETENCIES
Education /Background:
- High School Diploma or equivalent with at least one year of administrative or customer service experience
- Associate's degree preferred
- One year or more of case management (Preferred)
- Proficiency with computer, common office equipment, and MS Office products required
- Bilingual in English and Spanish (Preferred but not required)
- Knowledge of social services and workforce-related agencies and programs available in the community (Preferred)
- Excellent oral and written communication, interpersonal skills, problem-solving, analytical skills, multi-tasking, organizational skills and time management
- Strong leadership skills
- Must possess or be able to obtain a valid AZ state driver’s license and Arizona Level One Fingerprint Clearance Card
- Able to react to change productively
