About This Position
Job Summary
The HR Specialist is primarily responsible for supporting recruitment efforts and overseeing key people operations functions such as onboarding, employee engagement, and compliance. This role plays a central part in coordinating the new hire process, maintaining accurate employee records, and ensuring smooth transitions for incoming staff. Additional responsibilities include, but are not limited to, supporting training initiatives, assisting with benefits administration, ensuring regulatory compliance, and contributing to positive employee relations across the organization.
Essential Functions
- Coordinate and manage full-cycle recruitment efforts, including sourcing, screening, interviewing, and presenting qualified candidates for internal and contract-based roles.
- Collaborate with department leads and hiring managers to understand staffing needs, develop job descriptions, and execute strategic recruiting plans to attract top talent.
- Oversee onboarding and offboarding processes, ensuring all documentation, compliance checks, systems access, and benefits enrollment are completed accurately and timely.
- Maintain and update candidate pipelines across multiple roles and platforms; track recruiting metrics and develop reports on time-to-fill, sourcing effectiveness, and diversity efforts.
- Ensure HR compliance with all federal, state, and local employment laws, including EEO, SCA/DOL regulations, I-9 verification, and contract-specific labor requirements.
- Support employee relations and engagement initiatives, helping to resolve issues, conduct exit interviews, and gather feedback for continuous improvement of workplace culture.
- Maintain and audit ATS records, ensuring all employee data changes (e.g., position, status, location) are properly authorized, documented, and updated in a timely manner.
- Create and implement field employee training programs, including onboarding orientations, compliance training, and client-specific SOPs in coordination with team leads.
- Continuously improve people operations processes, recommending system or workflow enhancements that support scalability, improve employee experience, and ensure operational excellence.

Qualifications
- Bachelor’s degree in business administration, Human Resources or
- 5-8 years of direct government or staffing experience.
- Proficient in Microsoft Office Suite, Google G-Suite for Business, ADP, and other relevant software.
- Strong understanding of Human Resource processes and Applicant tracking systems.

Supervisory Responsibility
- Manage client and employee relationships to ensure client needs are anticipated and met.
- Address client/employee issues and communicate them to the internal team and leadership.
Travel
- Occasional travel may be required for meetings and training sessions.
Accountability
- This is a remote position and will be performed out of the employee’s home-based office. Individual must have discipline to work in this work environment and need to be reliable and readily available throughout the workday.

Expected Hours of Work
Your work schedule may vary depending on your position with the Company. Our corporate business hours are Monday through Friday 8:00am – 5:00pm. Your start time should be discussed and approved by your immediate supervisor if you wish to deviate from the normal operating hours. Employees may be required to work additional hours in order to successfully complete work obligations. Non-exempt employees are required to obtain prior approval from their immediate supervisor before working overtime.
