POSITION SUMMARY:
The Executive Director of Concerns of Police Survivors (C.O.P.S.) provides leadership and oversees all operations and logistics of the National Non-profit, fulfilling the mission of rebuilding the lives of surviving families and co-workers affected by line of duty death. Immediately following a line of duty death, C.O.P.S. provides outreach to agencies and families, provides grief support to survivors, and support 53 chapters who directly respond to on a local level. C.O.P.S. provides training to law enforcement officers on issues surrounding the trauma of line of duty death, survivor victimization issues and assisting agencies and families apply for benefits. Integral components include outreach to those individuals and groups whose understanding of C.O.P.S. will result in their participation and contribution to our success, being a public spokesman advocating on behalf of C.O.P.S, hosting survivor programs and conferences, fund-raising, and the management of C.O.P.S.’s headquarters, including management and oversight of all C.O.P.S. employees and personnel.
PRINICIPAL DUTIES AND RESPONSIBILITIES:
As an employee of the organization, working at the direction of the National Board and a non-voting member of the National Board, the Executive Director is responsible for overall operations. The Executive Director shall:
GENERAL AND ADMINISTRATIVE
- Reside near the C.O.P.S. National Office or be willing to relocate to within a daily driving distance of the office. This is an in-person position in Camdenton, Missouri.
- Be knowledgeable of the wants, needs, problems, and emotions of law enforcement life.
- Be responsible for the everyday business of the organization including, but not limited to, the responsibility for hiring, discharging, overseeing, evaluating, and directing the work of the office staff of the organization.
- Oversee staff and staff issues including employment and benefit issues and updating the Employee Handbook as approved by the National Board.
- Ensuring all employer responsibilities required by Federal and State regulations are met.
PROGRAMMING
- Secure funding for any and all of the organization’s programs. This includes, but is not limited to, writing grants and various in-house fundraising.
- Develop, write, and/or oversee the production of communications for survivors and law enforcement agencies to educate and meet the psychological, financial, and legal support needs of America’s law enforcement survivors.
- Oversee the planning and implementation of Survivor Weekends and Camps
- Develop training programs and curriculum for the Board, chapters, staff, and law enforcement personnel. Secure training facilities for various trainings required for the organization and its purposes.
- Oversee the work necessary to develop an annual list of officers killed in the line of duty according to our Mission Statement as listed in the Bylaws.
- Oversee all aspects of C.O.P.S.’ activities for National Police Week each year in May.
- Inviting all survivors across the Nation
- Logistics of hosting event for 6,000+ registrants in Washington D.C.
- Secure hotel blocks, transportation, prepare the conference agenda, hire consultants/counselors needed for the National Police Survivors’ Conference and “C.O.P.S. Kids and Teens” program.
- Serves as the chairperson and recording secretary of the National Police Week Committee.
- Serve as an official spokesperson of the organization. Be available for travel to represent the organization at programs, trainings, conferences, meetings, etc., as needed.
- Create and maintain strategic partnerships with all major law enforcement organizations nationally.
BOARD OF DIRECTORS
- Work with the National Board to identify the need for, develop, implement, or revise any policies and procedures that lead to effective leadership and management of the National organization and/or its chapters.
- Collaborate with the National President of C.O.P.S. to develop the agenda and business to present to the National Board at regularly scheduled or special Board meetings each year.
FINANCE
- Provide daily oversight of the funds of the organization. Prepare budgets, direct staff to prepare quarterly and yearly financial reports, and file those reports with appropriate governmental agencies. This includes filing paperwork necessary to conduct C.O.P.S.’ national fundraising activities.
- Ensure the organization has appropriate insurance coverage.
- Ensure an independent accounting firm conducts an annual audit and files appropriate Federal and state tax returns.
EDUCATION, EXPERIENCE, CERTIFICATES AND LICENSES:
- Bachelor’s Degree - Public or Business Administration, Non-Profit Management, Justice systems or related field preferred
- Master’s Degree preferred
- Minimum of eight (8) years of increasing responsibility to include a minimum of four (4) years at supervisor/administration level
- Human Resource experience including basic human resource laws and regulations
- Planning and executing budgets and financial reporting experience
- Fundraising and development related experience
- Experience in public speaking including the ability to oversee/run large meetings
- Experience in the law enforcement field, or experience working with law enforcement officers is preferred
- Experience working with grants is helpful, but not required
- Certified nonprofit Professional (CNP) certificate is preferred
