You will act as a resource expert for Membership, ISC, and Customer Service systems, processing, and business needs. Your Responsibilities
- Overall accountability for ensuring Business, Legal, and Regulatory requirements are met related for Membership activities within the matrixed environment.
- Includes but not limited to Enrollment, Billing, Claims, ID Cards, Incoming Service Center, Service, Network Management, Benefit and Group Set up, and MN Sure data.
- Directs staff in the implementation of new processes and review of existing processes related to all Operational areas of accountability.
- Directs analysis of business needs for system development or enhancements to BCBS operating systems according to regulatory, legal, and Product Management requirements for all Operational areas and all Membership lines of business.
- Development of communication and implementation plans to meet Membership regulatory and/or business needs for all Operational areas and all lines of business.
- Directs staff and cross-functional teams throughout the matrixed environment in process analysis, modeling, system and interfaces analysis and information flows related to all Membership and ISC activities and in accordance with all Regulatory, Legal, and Business requirements.
- Collaborates with internal staff and external clients to assess system needs related to enhancements and regulatory changes.
- Translates requirements to BCBS IT, vendors and Operational subject areas.
- Ensures business continuity and efficiency across Membership operational areas.
- Represents Membership in Senior Leadership and Sales meetings related to Membership in renewals and bids.
- Directs staff in resolution of errors related to Membership processing.
- Collaborate with internal and external stakeholders including Sales department, Prime, MN Sure and BCBS IT.
- Manages the department including interviewing and hiring employees following required EEO and Affirmative Action guidelines and ensuring employees receive the proper training.
- Conducts performance evaluation, and is responsible for managing employees, including skill and career development, policy administration, coaching on performance management and behavior, employee relations and cost control.
Required Skills and Experience
- 7+ years of related professional experience. All relevant experience including work, education, transferable skills, and military experience will be considered.
- 1 years staff, team lead or project lead experience.
- Demonstrated ability to effectively organize, direct and planning in an operational role for government business.
- Strong oral and written skills.
- Ability to matrix manage and leadership skills.
- Proven record of staff management and staff development.
- Experienced in project management.
- Experience related to the support of Enrollment, Billing, ID Cards, and/or Customer Service
- High school diploma (or equivalency) and legal authorization to work in the U.S.
Preferred Skills and Experience
- Bachelors degree in Business Management or other related field.
