About This Position

POSITION SUMMARY
The Senior Training Instructor/Facilitator serves as the lead facilitator and executive-level training delivery expert for our customer's Learning and Development program. This role is responsible for delivering high-impact, blended learning experiences — including instructor-led training (ILT), virtual instructor-led training (VILT), Train-the-Trainer (T3) programs, and individual/group coaching — across our customer's frontline employee, corporate staff, and tiered leadership development audiences.

The Senior Training Instructor/Facilitator acts as a certified assessment practitioner, administering and debriefing behavioral and leadership assessments, and serves as the primary facilitation resource for senior-level and executive leadership programs.

DUTIES AND RESPONSIBILITIES

Training Facilitation & Delivery (Primary — approximately 60% of effort)
Lead the facilitation and delivery of in-person Instructor-Led Training (ILT) and Virtual Instructor-Led Training (VILT) sessions across all audience tiers: frontline employees, corporate staff, emerging leaders, mid-level managers, and senior leaders
Deliver a comprehensive course catalog including, but not limited to: Leadership Development, Coaching Skills for Managers, Interpersonal Skills, Performance Management, Principles of Supervision, Team Building, Strategic Planning, Storytelling with Data, Executive Presence, Communication Skills, Psychological Safety, Growth Mindset, Change Agility, Presentation Skills, Navigating Conflict, and Radical Candor
Facilitate practice labs with role plays and observation rubrics for coaching skills and interpersonal development
Adapt facilitation approach and content delivery for diverse audiences, including frontline employees focused on safety, customer service, operations, compliance, and supervisory skills
Ensure all facilitation meets accessibility requirements (WCAG 2.2 AA / Section 508) and supports multilingual options or cultural adaptation as required

Train-the-Trainer (T3) Programs (approximately 15% of effort)
Design and deliver Train-the-Trainer (T3) programs to build internal WMATA facilitator capacity
Mentor and certify WMATA internal facilitators on course delivery standards, adult learning principles, and facilitation best practices
Provide observation rubrics, feedback, and coaching to WMATA facilitators during dry runs and pilot sessions
Support the transition from Virtual Instructor-Led (VILT) to in-person Instructor-Led Training (ILT) by providing local facilitation expertise in the DC Metro area

Coaching & Leadership Development (approximately 15% of effort)
Provide individual and group coaching aligned to WMATA's tiered leadership framework (emerging, mid-level, and senior leaders)
Apply the GROW model and developmental feedback techniques in coaching engagements
Facilitate action learning projects and peer learning cohorts as part of the leadership development curriculum
Deliver executive-level content focused on enterprise thinking, executive presence, change leadership, and stakeholder strategy for senior leaders
Assessment Administration & Debriefing (approximately 10% of effort)
Administer and debrief the following behavioral and leadership assessments as a certified practitioner:
DiSC (working styles)
CliftonStrengths (StrengthsFinder)
Hogan Assessments (personality & leadership)
Emotional Intelligence (EQ) (e.g., EQ-i 2.0 or equivalent)
Leadership 360
Interpret assessment results and provide individual and group debrief sessions that connect insights to actionable development goals
Collaborate with the Organizational Psychology SME and Evaluation Specialist to ensure assessment data informs program design and Kirkpatrick Level 3 behavior change evaluation

Continuous Improvement & Collaboration
Participate in weekly status meetings, biweekly risk reviews, and monthly analytics readouts as a member of the Facilitation Working Team
Contribute facilitator observations and learner feedback to support Kirkpatrick Level 1 (reaction) and Level 3 (behavior change) evaluations, including 30/60/90-day follow-ups
Recommend iterative improvements to course content, sequencing, and modality mix based on facilitation experience and participant engagement data
Collaborate with the Instructional System Designer, (CBD) Production Specialist, and Learning Analyst to ensure course materials are current, effective, and aligned with learning objectives

MINIMUM QUALIFICATIONS
Education:
Bachelor's degree in Education, Organizational Development, Human Resources, Industrial/Organizational Psychology, Communication, or a related field
Master's degree preferred

Experience:
Minimum 8 years of progressively responsible experience in training facilitation, adult learning, and/or organizational development
Minimum 5 years of experience facilitating leadership development programs for multi-tier audiences (frontline through executive level)
Demonstrated experience delivering ILT and VILT in a blended learning environment
Experience delivering Train-the-Trainer (T3) programs and building internal facilitator capacity
Experience providing individual and group coaching in a professional or organizational setting
Prior experience in transit, utilities, public sector, or safety-critical environments is preferred
Certifications (Required — one or more):
Certified DiSC Practitioner
Gallup Certified CliftonStrengths Coach
Hogan Assessment Certified Practitioner
EQ-i 2.0 Certified Practitioner (or equivalent Emotional Intelligence certification)
Additional certifications in coaching (e.g., ICF ACC/PCC), facilitation (e.g., IAF CPF), or instructional design (e.g., ATD CPTD, CPLP) are highly desirable
