About This Position
THE CITY OF OCEANSIDE IS AN EQUAL OPPORTUNITY EMPLOYER.
The City of Oceanside is accepting applications for Permit Technician I/II. There is currently one vacancy in the Development Services Department - Building Division. The position will be filled at a Permit Technician I or Permit Technician II depending on qualifications.
Monthly Salary Ranges:
Permit Technician I: $4,226 - $5,670
Permit Technician II: $4,751- $6,365

Permit Technician I/II
Assists in processing plan check applications for construction plans for commercial, industrial and residential projects; calculates application and permit fees; reviews plans for the purposes of establishing valuation and computing plan check and various other fees; verifies current contractors licenses and Workers' Compensation insurance; makes preliminary review of plans and/or permit applications for building construction to ensure conformance with the City's submittal requirements, codes, ordinances and regulations governing construction; refers plans to Building Inspectors or plan checking personnel as needed; issues routine permits for building construction work; verifies completion of necessary documentation to balance accounts for monies collected.
Performs routine plan checks for small projects, such as room additions, garage conversions, patio covers, and backyard pools.
Answers inquiries from contractors, architects and the public related to regulations for building and housing construction, remodeling and repair, including structural, plumbing, mechanical, electrical and zoning matters and California Title 24 requirements; provides information on departmental policies and functions; handles the more routine complaints and inquiries, referring difficult problems to the supervisor.
Maintains departmental property records and permit files and retrieves information files for the public or division personnel.
Works cooperatively with property owners, contractors, architects or their representatives to resolve questions regarding plan check, construction inspection, permit fees or permit issuance within the scope of counter assignments.
Permit Technician I/II
Knowledge of:
- Basic housing construction methods and terminology;
- Basic symbols and conventions found in construction plans and blueprints;
- Record keeping principles and practices;
- Standard business arithmetic;
- Effective interpersonal relations;
- Customer service methods and techniques;
- Modern office procedures, methods and equipment including computers and applicable software applications;
- Principles of business writing and basic report preparation;
- Methods and techniques pertaining to building construction, the drawing and reading of maps, building plans, design plans, specifications, and working plans related to land use applications and permits;
- The elements of planning and zoning related to ordinances governing land use and zoning;
- Methods and techniques pertaining to building construction, the drawing and reading of maps, building plans, design plans, specifications, and working plans related to land use applications and permits; and
- Structural technology and construction practices and techniques used in building construction and alteration of existing structures.
Ability to:
- Perform counter work involving permit processing, application review and basic construction inspections;
- Interact tactfully and effectively with staff, property owners, contractors and developers;
- Make accurate arithmetic computations to determine and collect fees and balance cash received;
- Read and interpret building and housing blueprints, plans, specifications, codes and ordinances;
- Utilize computer terminal and word processing and related software programs;
- Provide highly qualified customer service to the public;
- Communicate clearly and concisely, both orally and in writing;
- Establish and maintain effective relationships with those contacted in the course of work.
- Read, understand, interpret and apply zoning and land use regulations, planning concepts, and instruction manuals;
- Read, interpret and research laws, rules and regulations, legal documents, legal descriptions, maps, architectural drawings, and building plans
- Convert observations into verbal and written statements that are brief, concise, descriptive, and understandable;
- Understand and follow verbal and written instructions;
- Organize and prioritize assignments in order to complete work in a timely and efficient manner; utilize multi-tasking methods and techniques;
- Assess the customer's immediate needs and ensure customer's receipt of needed services through personal service or making appropriate referral;
- Provide prompt, efficient, and responsive service; and
- Exercise appropriate judgment in answering questions and releasing information; analyze and project consequences of decisions and/or recommendations.
Experience and Training
Permit Technician I
Experience: Two years of experience performing office support duties involving heavy public contact.
Education: Equivalent to the completion of the twelfth grade.
License/Certificate:
- Possession of, or the ability to obtain and maintain, an appropriate valid California driver’s license.
- Possession of a Permit Technician Certificate issued by the International Code Council is required within twelve (12) months of hire date.
Permit Technician II
Experience: Two years of experience in reviewing and processing building, grading and improvement plans and/or permits.
Education: Equivalent to the completion of the twelfth grade.
License/Certificate:
- Possession of, or the ability to obtain and maintain, an appropriate valid California driver’s license.
- Possession of a Permit Technician Certificate issued by the International Code Council.
Environmental Conditions: Office environment; exposure to computer screens; extensive public contact.
Physical Conditions: Essential functions may require maintaining physical condition necessary for sitting and standing for prolonged periods of time; speaking and hearing to exchange information; visual acuity to read computer screens and printed material; operating a variety of office and field equipment; ability to lift and carry up to twenty-five (25) pounds.
Selection Process: All properly completed applications will be reviewed, and the most appropriately qualified individuals will be invited to continue in the selection process. Failure to provide all required application materials will result in disqualification from the selection process. The process may include any combination of a written exam, oral board exam, and/or skills assessment to further assess job-related qualifications. Candidates who successfully complete the selection process will be placed on the eligibility list for a minimum of six months.
Note: Prospective employees will undergo, and must successfully pass, a background reference check (including fingerprinting) and a medical examination. Drug screening may be required.
