About This Position
Position OverviewThe Procurement Specialist for Texas International Refining Company is responsible for the safe, high‑quality, and cost‑effective procurement of materials, equipment, and services that support operations, maintenance, engineering, safety, and administrative functions. This role manages sourcing activities, supplier negotiations, contract lifecycle processes, compliance requirements, and cross‑functional collaboration. The Procurement Specialist applies advanced procurement knowledge, resolves complex supply chain challenges, and ensures all activities align with organizational standards and policies.
ResponsibilitiesPurchasing & Procurement OperationsUtilize purchasing and ERP systems to procure materials, equipment, and contracted service.Prepare and process requisitions, purchase orders, bid packages, and sourcing documentation.Maintain precise records of goods ordered, received, and outstanding commitments.Expedite orders by tracking delivery status, updating progress, and resolving supply interruptions.Oversee day‑to‑day procurement workflows and assist internal requesters with PO accuracy, scope clarification, and issue escalation.Sourcing & Vendor ManagementAnalyze market and delivery systems to assess current and future material availability.Identify and evaluate vendors based on product availability, capacity, safety, cost, and service reliability.Conduct supplier interviews and capability reviews to determine suitability for company needs.Support development of specifications for equipment, materials, and potential substitutes.Prepare RFQs, evaluate proposals for compliance with scope and commercial requirements, and perform comparative bid analysis.Resolve vendor performance concerns, claims, shipment discrepancies, and service issues.Negotiation & Contract ManagementNegotiate pricing, lead times, delivery conditions, and commercial terms within approved guidelines.Prepare bid award recommendations and ensure procurement documentation aligns with company policy.Review purchase orders and contracts for accuracy, policy adherence, and risk mitigation.Support contract drafting, redlining, renewal management, and pricing updates.Represent TIRCO during supplier negotiations and contribute to the development of procurement policies and supplier standards.
Strategic & Analytical ResponsibilitiesIdentify cost‑reduction opportunities, supply‑chain improvements, and continuity strategies.Conduct periodic reviews of supplier contracts, pricing structures, and performance metrics.Apply advanced analytical and problem‑solving skills to complex procurement challenges.
Cross‑Functional SupportServe as a liaison between Procurement and Operations and Projects at TIRCO. Resolve pricing discrepancies, billing conflicts, blocked invoices, and order variances.Assist with ERP, procurement software, and CMMS processes—including troubleshooting, data accuracy, and supplier onboarding.Manage master data functions such as new vendor setup, part number creation, and catalog updates.Promote and adhere to all company safety policies, safe‑work practices, and terminal operating procedures. Ensure suppliers and contractors meet required safety policies, insurance levels, and documentation before performing work onsite.
Professional ExpertiseApply deep procurement expertise to address nonstandard sourcing challenges.Anticipate internal customer needs and develop proactive solutions that support business objectives.Present complex procurement concepts clearly and influence stakeholders when recommending best practices.Prioritize workload effectively to meet deadlines and support operational requirements. Education & Experience RequirementsBachelor’s Degree in Business, Supply Chain Management, Engineering, or related field (preferred).Typically, 3-7 years of procurement or supply chain experience.8+ years of relevant experience may substitute for education requirements.Experience in refinery and EPC environments preferred.Demonstrated ability to negotiate Terms & Conditions and commercial agreements.Experience with systems (e.g., FIXX).Understanding of procurement processes, cost estimation, contracting principles, and tax considerations.Physical & Work RequirementsAbility to sit, read, write, and work independently for extended periods.Regular communication with internal departments and external suppliers.Ability to work at multiple office or terminal locations as required Availability on weekends as business needs arise to support refinery operations, urgent procurement needs, or unplanned outages.Must comply with all OSHA regulations, refinery safety rules, PSM standards, and environmental regulations (EPA/TCEQ).Must wear required PPE including FR clothing, hard hat, safety glasses, gloves, hearing protection, and additional equipment as needed.Must be legally authorized to work in the United States.Employment is contingent upon passing pre‑employment drug/alcohol screening and background checks; random testing may be required per company policy.
