About This Position
EEC Solutions is looking for a Contract/Site Manager to support a possible upcoming contract at Joint Base McGuire-Dix-Lakehurst (JB MDL), NJ.
Note: We are seeking resumes for a proposal opportunity. This position is contingent upon contract award. Candidates currently living in a HubZone designated area are encouraged to apply. Only the candidates who meet the minimum qualifications will be considered.
Position Description:
The Contract/Site Manager serves as the primary contractor representative and on-site leader for the Air Advisor Academic (AAA) Support Services contract at the USAF Expeditionary Center (EC). Responsible for all contract performance, personnel management, quality control, and daily coordination with the Contracting Officer Representative (COR), Flight Commander, and Course Director.
Essential Duties and Responsibilities:
• Serve as the primary contractor point of contact for all matters relating to daily contract operations; designate and notify Government counterparts of any alternate in writing.
• Exercise full authority over all contractor employees on-site.
• Ensure all Air Advisor academic education and training is conducted IAW USAF EOS-established policies and procedures.
• Ensure instructor training, qualification, currency, and evaluation are conducted IAW EOS policy.
• Coordinate academic activities with AA Flight Commander, Course Director, and COR.
• Attend recurring AA Flight meetings and provide update briefings to Flight Commander, Course Director, and COR as required.
• Develop and submit all required documentation, plans, and reports IAW the PWS and Appendix D (all deliverables are NSP).
• Make recommendations on efficient and effective operations of the school.
• Develop and present information/decision briefings for various agencies and leadership on AA education and training programs.
• Assist in development of the annual Air Advisor Academic schedule for option years IAW USAF EOS policy.
• Establish, implement, and maintain the Quality Control Plan (QCP); submit QCP with proposal and update as required.
• Ensure government-provided student and instructor feedback tools are used IAW EOS policy.
Minimum Qualifications:
- Master's degree from an accredited college or university.
- Prior management/supervisory experience as a military field-grade officer (O-4 or above) OR Senior NCO (E-7 or above); deployed experience as a Military Advisor, Pol-Mil Affairs Strategist, FAO, PRT member, attaché, or Security Cooperation Officer (or equivalent advisory role); experience leading formal military education and training.
- Completion of Air Command and Staff College, Senior NCO Academy, or sister service school equivalent (in-residence or by correspondence).
- Must be able to obtain and maintain a Secret security clearance; CAC required within two weeks of start date.
- Verification of military advisory deployment experience and formal education leadership required. Background investigation (NACI/FBI fingerprint) required for CAC card.
