Job Description

Primary Functions

The Mid-Level Data Analyst supports Phoenix Group of Virginia’s Navy customer by performing data management, database quality control, database quality assurance, data analysis, reporting, and process documentation for aircraft carrier planning and maintenance data systems. The position supports eCCIMS, eBCMP, M&SWP, CPA data sources, and other assigned databases by validating data, initiating change requests, preparing reports, developing tools, responding to data calls, and supporting internal and external stakeholder coordination.

Position Requirements
  • Minimum of five (5) years of professional experience in data management, data analysis, operations research support, database support, maintenance planning support, engineering support, or related technical services.
  • Minimum of five (5) years of experience in data management and analysis in an engineering-related field.
  • Ability to obtain and maintain a Secret clearance.
  • Experience with data management and analysis using Microsoft Office, with emphasis in Microsoft Excel.
  • Experience using Microsoft Teams and Microsoft Power Apps.
  • Ability to perform database quality control, data validation, reporting, and process documentation.
Preferred Qualifications
  • Experience developing and maintaining databases in Microsoft Access.
  • Experience supporting Navy aircraft carrier maintenance, modernization, engineering, or program office data.
  • Experience with eCCIMS, eBCMP, M&SWP, or similar Navy maintenance and planning systems.
  • Experience developing dashboards, reports, data tools, process guides, and database change documentation.
General Experience

Five (5) or more years of professional experience collecting, managing, validating, analyzing, and reporting data in support of engineering, maintenance, modernization, program management, logistics, or operations analysis.

Specialized Experience

Experience performing data and database quality control for Navy planning, maintenance, modernization, or engineering databases. Experience preparing reports, responding to data calls, documenting processes, developing data tools, and supporting meetings with internal and external stakeholders.

Functional Responsibility
  • Perform data and database quality control and quality assurance for eCCIMS, eBCMP, M&SWP databases, CPA data sources, and other assigned systems.
  • Initiate change requests to update data or databases.
  • Make approved changes to data, records, tables, reports, or databases.
  • Perform data analytics and prepare, run, present, and explain reports on data and analysis results.
  • Develop new tools, products, and techniques for managing, displaying, and reporting data.
  • Document new or changed processes and instructions.
  • Develop process guides using Microsoft Office, Power Apps, SharePoint, Teams, or other approved applications.
  • Respond to data calls and queries from internal and external stakeholders.
  • Schedule, host, and administrate face-to-face, telephone, and virtual meetings.
  • Transfer data from external paper or electronic sources into CPA databases and other approved data sources.
  • Perform data entry, data cleanup, data validation, and document reviews.
  • Coordinate with engineers, planners, cost estimators, shipyard personnel, and government stakeholders to resolve data discrepancies.
