Data Licensing & Operations Manager

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Data Licensing & Operations Manager based in the United States.

The Data Licensing & Operations Manager will own the end-to-end operational management of a complex third-party data portfolio.
This highly independent role combines data procurement, licensing administration, vendor management, and operational project leadership.
You will partner closely with business, technology, legal, finance, and analytics stakeholders to translate data needs into effective sourcing strategies.
The role plays a critical part in ensuring external data assets are cost-effective, properly licensed, compliant, and accessible to the teams that rely on them.
You will manage vendor relationships, contracts, renewals, usage rights, reporting obligations, and portfolio optimization initiatives.
The position offers an opportunity to improve data governance and build scalable processes in a data-driven healthcare environment.
Success requires strong ownership, commercial judgment, attention to detail, and the ability to manage multiple priorities independently.

Accountabilities:
  • Lead the end-to-end procurement lifecycle for third-party data, from identifying potential vendors and evaluating options to negotiating agreements and coordinating onboarding with data engineering teams.
  • Partner with practice leaders and strategic technology stakeholders to understand data requirements, assess vendor alternatives, define procurement specifications, and evaluate financial implications.
  • Serve as the primary relationship owner for third-party data vendors, coordinating access and delivery, resolving issues, conducting performance reviews, and maintaining effective ongoing governance.
  • Administer the full portfolio of data licensing agreements, maintaining accurate records of permitted uses, data field restrictions, sublicensing provisions, audit rights, renewal dates, costs, and reporting obligations.
  • Support pricing strategies and cost-allocation models for firmwide data and analytics assets while identifying opportunities to improve the return on data investments.
  • Evaluate the vendor portfolio to identify redundant or underutilized sources, consolidate providers where appropriate, retire unnecessary contracts, and optimize overall third-party data spend.
  • Build and maintain a centralized data vendor inventory that provides stakeholders with clear visibility into contracts, licensing terms, costs, renewal timelines, and usage metrics.
  • Own the vendor renewal calendar, proactively conducting usage and value assessments and leading renewal discussions and renegotiations to improve commercial and contractual outcomes.
  • Monitor data usage against contractual allowances, maintain audit-ready documentation, and ensure compliance with vendor reporting requirements and applicable data-use restrictions.
  • Lead project management for data operations initiatives, including new data acquisitions, research projects, and internal programs designed to improve the management and scalability of data assets.
Requirements:
  • 5–7 years of experience in vendor management, procurement, contract administration, data operations, or a related discipline, ideally within professional services, consulting, healthcare, or a data-intensive environment.
  • Bachelor’s degree in business, information management, healthcare administration, or a related field.
  • Demonstrated experience negotiating and administering data licensing or software procurement agreements, including knowledge of permitted use, data field restrictions, sublicensing, audit rights, and data syndication considerations for products or AI model development.
  • Strong project management capabilities, with the ability to independently manage multiple concurrent workstreams, establish priorities, track milestones, and communicate progress effectively.
  • Proven experience managing vendor relationships, including renewals, performance reviews, issue escalation, contract governance, and ongoing stakeholder coordination.
  • Familiarity with healthcare data categories such as claims, clinical, benchmarking, and market data, along with an understanding of relevant data-use rights and regulatory considerations, including HIPAA and Data Use Agreement requirements.
  • Exceptional attention to detail and organizational skills, with the ability to maintain accurate information across a complex portfolio of contracts, deadlines, costs, and usage obligations.
  • Strong written and verbal communication skills, including the ability to explain contractual and licensing concepts to non-legal stakeholders and negotiate effectively with external partners.
  • Experience in healthcare consulting or professional services is strongly preferred.
  • A proactive approach to operational excellence, process improvement, and the development of scalable systems for managing complex data vendor portfolios.
