Job Description
The HR Generalist executes day-to-day human resources operations while fostering a supportive, compliant work environment. This includes administering core HR functions including onboarding, employee relations, payroll, benefits administration, performance management, and HRIS maintenance.
Essential Responsibilities:

HR Operations
- HRSA Standard Alignment: Ensure all personnel files, background checks, and documentation comply strictly with Health Resources and Services Administration (HRSA) guidelines.
- Credentialing Coordination: Collaborate with the credentialing team to verify medical licenses, OIG exclusions, and SAM clearances prior to hire dates.
- Employee Relations: Act as a trusted advisor to resolve workplace conflicts, administer disciplinary actions, and conduct objective internal investigations.
- Benefits & Onboarding: Conduct comprehensive new-hire orientations, administer employee health benefits, and lead annual open enrollment.
- Data Management: Maintain strict data integrity within the Human Resources Information System (HRIS).
- HR Metrics Tracking: Monitor and report on key recruitment metrics like time-to-hire, cost-per-hire, and annualized turnover rates.
- Administeres bi-weekly payroll.

Education and/or Experience:
- Required: Bachelor’s degree in Human Resources Management or Business Administration or a closely related field.
- Experience: Minimum of 2-3 years of progressive experience in HR Administration preferably in a healthcare setting (Federally Qualified Health Center [FQHC] experience is highly desirable).
- Regulatory Knowledge: Proven experience navigating federal labor laws (FMLA, ADA, FLSA, EEO) and Delaware State Employment law.
- Technical: Proficiency utilizing HRIS systems and modern Applicant Tracking Systems (ATS).
Language Skills:
Bilingual (English/Spanish) preferred

- Wide range of office equipment.
Mental/Physical Requirements:
Frequent sitting or standing for long periods while using a computer or conducting patient interviews. Regular walking within the clinic to coordinate with medical staff or escort patients. Must be able to lift or move up to 15–25 pounds and occasionally push.
