Description:

ALL4 is looking for a Regulatory Specialist to work in the San Juan Capistrano, CA office. This individual will prepare and process regulatory permits, manage habitat restoration and compensatory mitigation, manage the lifecycle of permit scoping, procurement, and negotiations, and oversee construction monitoring, permit compliance, and permit close out. The Regulatory Specialist will manage staff, coordinate with clients, and oversee projects to be completed both on time and within budget. They have demonstrated expertise in federal and state water and biological resource regulations; excellent follow-through and project management skills; and the ability to collaborate effectively with multidisciplinary teams, clients, and agency representatives. It is preferred to have the Regulatory Specialist located in California; however, candidates with experience relevant to the role who have worked extensively with California regulations will also be considered.

Requirements:

Permitting & Regulatory Compliance

  • Prepare, coordinate, and manage permit applications and approvals under: Section 401 Water Quality Certifications and Porter Cologne Waste Discharge Requirements; Section 404 Clean Water Act Nationwide or Individual permits; Streambed Alteration Agreements (Fish and Game Code Section 1600 et seq.); Federal Endangered Species Act and California Endangered Species Act permitting experience is a plus; & Western Riverside Multiple Species Habitat Conservation Plan experience is a plus.
  • Develop and implement permitting strategies for projects involving impacts to waters of the United States and waters of the State of California.
  • Interpret and apply federal, state, and local environmental regulations to ensure project compliance.

Agency Coordination

  • Serve as the primary point of contact with regulatory agencies, including: Regional Water Quality Control Boards (RWQCB); California Department of Fish and Wildlife (CDFW); U.S. Army Corps of Engineers (USACE); & U.S. Fish and Wildlife Service (USFWS).
  • Establish and maintain relationships with regulatory organizations and provide interpretation, review, and strategic analysis of federal, state, and local environmental regulations to clients.
  • Coordinate pre-application meetings, respond to agency comments, and negotiate permit conditions.
  • Track permit status, ensure timely submittals, and maintain compliance with all permit conditions.

Technical Documentation

  • Prepare high-quality technical reports and application packages, including: Jurisdictional delineations (wetlands and waters); Habitat Mitigation Monitoring Plans (HMMPs), Long Term Management Plans (LTMPs), and Conservation Easements (CEs); Compensatory Mitigation Plans; & Alternatives analyses.
  • Implement and monitor project procedures to ensure the quality of project deliverables and attainment of contractual agreements.
  • Ensure compliance of projects with ALL4 quality assurance guidelines.
  • Manage health and safety component of project fieldwork (e.g., development of onsite health and safety plan).

Project Management

  • Plan, manage, and execute all relevant project tasks, including developing project proposals and plans to determine time frame, budget, allotment of resources, and procedures for executing and completing multiple projects across industries, while serving as clients’ primary point of contact.
  • Prepare and execute high-level technical and consulting work and direct others on how to do the same.
  • Monitor and control project activities to achieve project milestones and financial performance objectives.
  • Effectively and proactively communicate project information to the team.
  • Conduct regular meetings with the project team on status of work.
  • Cultivate and lead projects already under contract and expand business with existing clients.
  • Manage annual client revenues as collaboratively determined by the leadership team.
  • Prioritize client engagement through routine and repeating outreach, in-person connection, and intentional sharing of ALL4 services and capabilities.
  • Meet ALL4 profitability targets and personal utilization targets.
  • Review client invoices consistent with established schedule and ensure project opening and closing documentation is completed consistent with established schedule.
  • Exhibit ALL4’s core values in all transactions (internally and externally) and mentor junior technical staff.
  • Potentially coordinate staff.
  • Demonstrate a high level of professionalism regarding confidential and sensitive issues.
  • Perform other related duties as assigned by management.

Client Support & Business Development

  • Provide strategic regulatory guidance to clients throughout project planning and execution.
  • Support proposal development, including scope of work and cost estimates for permitting services.
  • Maintain strong client relationships and contribute to repeat business opportunities.

QUALIFICATIONS

  • Engineering or applicable environmental/science degree (i.e., Biology, Ecology, Environmental Planning) and collective experiences equivalent to 5-30 years of environmental consulting or industry experience on California projects.
  • Working knowledge of technical subjects impacting clients including wetlands/waters/species regulatory work, experience in Southern California is a plus.
  • Strong working knowledge of: Clean Water Act Sections 401 and 404; Porter-Cologne Water Quality Control Act; California Fish and Game Code (Streambed Alteration Program); & Federal Endangered Species Act and California Endangered Species Act (preferred).
  • Experience preparing and managing permit applications for infrastructure, energy, water, or land development projects.
  • Familiarity with wetland delineation methodologies (e.g., USACE manuals) is highly desirable.
  • Established relationships with regulatory agencies and/or industrial-sector professionals.

SALARY RANGE

The salary range for this role falls in the $95,000 - $190,000/yr. range at the time of posting. Factors taken into consideration when determining actual compensation include, but are not limited to, education, years of experience, skill set, location, and business or organizational needs.
