Payroll Administrator

Overview

Payroll Administrator II is responsible for coordinating the day-to-day activities associated with the Payroll Department and ensuring that weekly payroll and certified payroll is processed timely and accurately.

Primary Responsibilities

  • Responsible for full cycle multi-state payroll for 600-700 employees
  • Audits automated and manual timecards for payroll processing
  • Calculate hours, tax withholdings, deductions, bonuses, and union fringes
  • Process and complete all requirements in relation to certified payroll to ensure compliance with Federal, State, and local prevailing wage laws
  • Ensure contractual obligations and submission of certified payroll reports
  • Submit and upload compliance documentation into project specified payroll tracking systems
  • Coordinate with both internal and external customers to ensure compliance with jobs including but not limited to customers, general contractors, subcontractors, government agencies and labor unions
  • Review initial job packets for certified payroll or prevailing wage requirements
  • Reviews and processes tiered subcontractor certified payroll documentation in a timely manner
  • Export and import timecard information from timecard software into payroll software
  • Reviews and enters labor allocations reported on timecards
  • Prepares termination and check adjustments
  • Handles employee's inquiries regarding payroll checks or deductions on their paychecks
  • Coordinates with the HR department to ensure the correct employee data is on file
  • Process monthly union fringe reports for payment
  • Supports the department with the developing, receiving, reviewing, and processing information for a variety of departmental, State, and Federal mandates, and statistical reports and records; verifies accuracy and completion of reports and records; maintains accurate records
  • Coordinates year-end processes
  • Maintains employee confidence and protects payroll operations by keeping confidential information
  • Other duties as assigned

Qualifications

  • Understanding of union/non-union and prevailing wage
  • Demonstrates flexibility to effectively deal with changing priorities and timelines through analytical problem solving
  • Proven time management and follow-through skills with the ability to work on multiple tasks with tight deadlines
  • Current knowledge of applicable federal and state wage and hour laws and taxation
  • Ability to work both independently and in a collaborative team-oriented environment
  • Ability to handle multiple tasks, set priorities and meet deadlines in a high-volume, fast-paced environment
  • Display superior written and oral communication skills and effective listening skills
  • Maintain a tactful, mature, and professional demeanor with well-developed interpersonal skills, including the ability to work with diverse personnel

Education and/or Experience

  • Previous high volume payroll experience with multi-states particularly in CA, NV, AZ, with a medium to large size company
  • A minimum of 5 years' Union/Prevailing Wage payroll experience
  • Bachelor’s degree in business or accounting preferred
  • CPP Certification preferred
  • High Volume environment
  • Experience with Microsoft software such as Word, and Excel
