DIRECTOR - EMERGENCY ROOM

Posting dates for internal transfers:

BASIC FUNCTION:

As a member of the Management Staff, the Directors of Critical Care Services, Emergency Services, Gero-psych Services, and Inpatient Services/Outpatient Special Procedures participates in formulation of policy, in organization of procedures essential to the achievement of objectives and in development and evaluation of programs and services. The Director is responsible for the development of nursing policies for assessing, planning, implementing, and evaluating knowledge and practice activities of nursing service staff. The Director is accountable for fostering the participation of nursing staff in assessment, planning, implementation and evaluation of practice to provide safe, efficient and effective nursing care. The Director of the above services is responsible for administrative planning, organizing, directing and managing the resources, daily operations and patient care activities for multiple departments on a twenty-four (24) hour basis. Departments of Responsibility include: Intensive Care, Progressive Care, Dialysis, 3W, Outpatient Special Procedures (OSP), IV Coding and Charging, Senior Care Unit, Cardiac Rehab, Imaging Nursing, Emergency Department and Services.

JOB DUTIES:

FINANCIAL:

  • Formulates sound fiscal operations including the timely and accurate compilation, analysis, development and publication of annual expense, FTE (full time equivalent), Volume and Capital Budgets.
  • Exhibits knowledge of financial systems and budgetary guidelines.
  • Develops, implements and oversees cost savings initiatives.
  • Prepares monthly variance reports for assigned departments.
  • Oversees patient IV coding and charging processes.
  • Reviews and evaluates cost accounting reports for accuracy.
  • Continually monitors and evaluates initiatives to decrease length of stay, decrease re-admissions and improve unit efficiency.
  • Oversees and directs all activities of the Clinical Nurse Leaders (CNL) for each specific unit.

MATERIALS MANAGEMENT:

  • Attends (or delegates CNL) the Clinical Value Analysis Committee for appropriate materials for patient care.
  • Meets with Sales Representatives to evaluate/initiate new products/equipment.
  • Works in conjunction with the Director of Materials Management to ensure appropriate par levels of safe, cost effective equipment and supplies, including purchases.
  • Ensures appropriate service contracts and works in conjunction with each service company for appropriate quality monitoring.

REGULATORY/POLICY AND PROCEDURE/PHYSICIAN ORDER SETS:

  • Recommends institutional policy changes. Interprets and applies policies.
  • Develops, reviews, revises, and implements policies and procedures as required.
  • Ensures adherence to departmental policies and procedures. Knowledgeable of all policies and procedures that affect the outcomes and safety of patient care, and employee rights and responsibilities.
  • Ensures compliance with all applicable regulatory, accreditation requirements and HFAP standards for all assigned departments-maintains regulatory readiness.
  • Works with Information Technology (IT) Department to create and revise physician order sets.
  • Utilizes technology to support unit and patient outcomes.

QUALITY IMPROVEMENT:

  • Develops, administers, facilitates, and appraises Quality Improvement/ Performance Improvement processes within assigned departments and throughout the hospital, as applicable.
  • Develops and implements strategies based on evidence-based practice to improve patient outcomes and satisfaction.
  • Cooperates with the Medical Staff and other hospital personnel to ensure that high quality services are being rendered to patients within the hospital.
  • Maintains appropriate departmental quality improvement projects and maintains PDCA documentation.
  • Ensures departmental participation in Culture of Safety and Customer Satisfaction initiatives.
  • Maintains High Reliability Organization (HRO) tools and tones for High Reliability processes and outcomes.
  • Participates in Service Excellence initiatives.
  • Evaluates services delivered in pursuit of improvements.
  • Develops and maintains quality dashboards for assigned departments.
  • Maintains patient restraint and patient complaint logs for assigned departments.
  • Identifies key result areas (KRAs) and continually monitors department metrics.
  • Provides report to Peer Review for metrics, restraints, patient complaints, medication scan rates, Rapid Response Team monthly data, Emergency Response Team monthly data and Stroke Alert/F.A.S.T. Alert monthly data for assigned departments.

COMMUNICATION/RELATIONSHIPS/DECISION MAKING:

  • Participates in the development, implementation and evaluation of goals established for the organization.
  • Maintains close liaison and positive working relationships with all hospital departments and physicians.
  • Maintains effective communication with departmental staff, physicians, and patients.
  • Able to independently make decisions about the organization and delivery of nursing services in areas of responsibility.
  • Directs and communicates effectively with staff. Works cooperatively with administration, physicians, and personnel in all departments.
  • Delegates coordination of the management of professional and ancillary nursing personnel.
  • Coordinates activities of the Nursing Department.

STAFFING:

  • Develops, authorizes and performs processes related to human resources inclusive of position control, creation and revision of job descriptions, hiring, training, and performance of disciplinary process up to and including colleague termination.
  • Ensures appropriate/timely staff schedules and daily assignments for Inpatient Units, Emergency Department, Cardiac Rehab, Senior Care Unit, Imaging/Stress Nurses, Float Nurses and Assistive Personnel, and Outpatient Special Procedure colleagues and appropriately informs colleagues of changes to posted schedule.
  • Ensures daily evaluation of staffing needs to ensure safe patient care, limiting overtime, when possible.

STAFF EDUCATION/ORIENTATION/COMPETENCY/RECRUITMENT/

RETENTION:

  • Fosters a climate conducive to mentoring and coaching staff.
  • Participates in recruitment, selection, education, orientation, retention, evaluation

and professional development of staff.

  • Fosters and promotes and environment of learning to all students.
  • Schedules/provides inservices and ongoing education for all new equipment prior to its

implementation.

  • Schedules/provides inservices and ongoing education for all new procedures.
  • Provides appropriate staff orientation/documentation for assigned departments.
  • Records complete and accurate documentation of all inservice initiatives.
  • Participates in the coordination of scheduling for mandatory employee health

activities.

  • Assesses the learning needs for all department colleagues through direct

observation and questioning.

  • Provides mandatory and yearly competency programs, ensuring accurate and

complete documentation on the yearly Aultman-Alliance Community Hospital

Education Card.

  • Schedules/provides cross-training within nursing departments, as appropriate with developed orientation schedules and competency check-list(s).

MEETINGS/COMMITTEES:

  • Presents scheduled departmental staff meetings as required.
  • Plans and chairs Critical Care Committee, Emergency Services Committee, and Emergency Revenue and Cycling Committee.
  • Serves on Patient Peer Review, Infection Prevention, Service Excellence, Clinical Value Analysis, Pharmacy & Therapeutic Committee and other committees/teams when assigned.
  • Provides quality report yearly to Department of Quality.
  • Participates in ad hoc and committee assignments, when indicated.

LEADERSHIP:

  • Provides effective administrative guidance to direct management reports (Clinical Nurse Leaders, Staffing Coordinator).
  • Develops and motivates Department Coordinators and other key personnel to optimize their talents and meet the overall needs and goals of the organization.
  • Coordinates nursing services with the services of the health care disciplines.
  • Applies principles of crisis management to handle conflict and promote a healthy work environment of inclusiveness and fairness.
  • Assists in the development of role definition, guidelines and expectation for staff.

SHARED GOVERNANCE/PLANETREE:

  • Facilitates participation of staff in organizational and unit-based shared governance, committees and Planetree initiatives.
  • Ensures adequate staffing to allow for colleague representation at Nursing.

COLLEAGUE PERFORMANCE APPRAISALS:

  • Appropriate completes probationary and yearly staff and leaderships performance appraisals in a timely manner.

MARKETING:

  • Collaborates, develops and participates in marketing programs for Aultman Alliance Community Hospital as assigned.

OTHER:

  • Responsible for checking emails and online learning assignments (Relias) on a regular basis.
  • Performs other duties as assigned.

MACHINES, TOOLS, EQUIPMENT USED:

General office equipment and all equipment used in the departments.

EDUCATION, TRAINING AND EXPERIENCE:

  1. Graduate of school of nursing.
  2. Currently licensed as a Registered Nurse to practice in the state of Ohio.
  3. Senior Care Unit—Must have 4 years of direct psychiatric experience per the Ohio Department of Mental Health.
  4. Baccalaureate and/or Master’s Degree in Nursing, Business, or a related field preferred.
  5. Maintains current BLS and ACLS certification.
  6. Membership in appropriate field of nursing organizational body.
  7. Maintains certification in appropriate field of nursing and/or nursing management.
  8. Demonstrated ability to work collaboratively with members of the health care team.
  9. Five years clinical experience in the appropriate field or nursing or in nursing management.
  10. Demonstrated leadership ability and strong communication skills.
  11. Must be computer literate to complete task (s) as required.

PHYSICAL REQUIREMENTS:

  • Able to move freely throughout the organization.
  • Ability to see clearly and hear normal speaking voices.
  • Able to communicate verbally interpersonally and over the telephone in a clear speech.
  • Dexterity necessary to write legibly.
