Job Description
The Business Intelligence Systems Technical Training Project Lead serves as the senior training, outreach, and project management lead supporting the U.S. Coast Guard's Business Intelligence (BI) Systems Program Support and Outreach initiative. This position is responsible for planning, coordinating, developing, delivering, and managing enterprise-wide training, user support, outreach programs, instructional materials, and stakeholder engagement activities related to Coast Guard business intelligence systems, data visualization tools, and analytics platforms.
The Project Lead serves as the primary liaison between Government stakeholders and contractor personnel, ensuring successful execution of training initiatives, user support programs, communications outreach efforts, and curriculum development activities. This individual performs all functional duties independently and provides leadership, guidance, and oversight to Business Intelligence Systems Technical Training Specialists assigned to the program.
Key ResponsibilitiesProgram Leadership & Project Management- Lead all contract-related training, outreach, and user support activities.
- Develop, maintain, and execute project plans, schedules, milestones, and deliverables.
- Manage multiple concurrent projects and initiatives while ensuring timely completion of all contract requirements.
- Coordinate with the Coast Guard Business Intelligence Systems Support and Outreach Manager regarding priorities, schedules, and resource requirements.
- Monitor contract performance and ensure compliance with all PWS requirements.
- Prepare and deliver monthly progress reports, project updates, and executive briefings.
- Plan, develop, coordinate, and deliver business intelligence systems training programs to Coast Guard personnel.
- Conduct on-site classroom instruction, virtual training sessions, workshops, webinars, and tailored support engagements.
- Provide functional and technical expertise regarding Coast Guard Business Intelligence Systems.
- Deliver targeted virtual support sessions utilizing approved Coast Guard collaboration platforms such as Microsoft Teams.
- Assist users in resolving business intelligence system challenges and improving utilization of data-driven decision-making tools.
- Provide recommendations to improve the Coast Guard Business Intelligence Systems Support and Outreach Program.
- Develop and maintain instructional materials aligned with the Instructional Systems Design (ISD) model.
- Create and update:
- Instructor Lesson Plans (ILPs)
- Training manuals
- Job aids
- Quick reference guides
- Process documentation
- User support materials
- Standardize training content and delivery methods to ensure consistency across the Coast Guard enterprise.
- Support "train-the-trainer" initiatives and onboarding activities for new instructors and personnel.
- Develop support materials and educational resources for enterprise business intelligence and data visualization tools.
- Assist users in understanding how to analyze, interpret, and present data effectively.
- Support adoption and utilization of business intelligence platforms and reporting tools.
- Provide guidance on best practices related to data visualization, reporting, and analytics.
- Support Coast Guard enterprise communications related to business intelligence systems and analytics initiatives.
- Assist with development and maintenance of SharePoint content, communications materials, and outreach campaigns.
- Manage shared communication channels and user engagement activities.
- Participate in meetings and working groups related to business intelligence systems implementation, maintenance, and enhancement.
- Communicate effectively with military members, civilian personnel, executives, and technical stakeholders.
- Facilitate meetings, workshops, and training sessions for diverse audiences.
- Provide written meeting summaries and recommendations when requested.
- Serve as a trusted advisor regarding training, outreach, and user adoption initiatives.
- Provide leadership and oversight for Business Intelligence Systems Technical Training Specialists.
- Assign and monitor work activities.
- Mentor and support team members.
- Ensure quality and consistency across all training and support deliverables.
- Coordinate and support nationwide training and outreach activities.
- Travel extensively to Coast Guard locations throughout the United States as required.
- Manage logistics associated with training events, support sessions, and outreach activities.
- Adapt to changing schedules, priorities, and operational requirements.
- Bachelor's degree from an accredited college or university.
- Master's degree or higher preferred.
- Minimum ten (10) years of professional experience.
- Demonstrated experience in technical training, workforce development, instructional delivery, or related fields.
- Experience leading projects, programs, or teams.
- Experience in public speaking, classroom instruction, facilitation, or teaching.
- Ability to independently perform all assigned duties.
- Strong public speaking and presentation skills.
- Excellent verbal and written communication skills.
- Strong analytical and problem-solving abilities.
- Ability to communicate effectively with all levels of military and civilian personnel.
- Advanced proficiency with Microsoft Office applications.
- Strong organizational and project management skills.
- Ability to manage multiple projects simultaneously.
- Ability to work independently with minimal supervision.
- Flexibility to support a demanding and dynamic travel schedule.
- Experience supporting U.S. Coast Guard, Department of Homeland Security, Department of Defense, or other federal agencies.
- Experience with business intelligence systems, analytics platforms, and data visualization tools.
- Familiarity with IBM Cognos, Qlik, or similar business intelligence technologies.
- Experience developing instructional materials using the Instructional Systems Design (ISD) model.
- Prior federal contracting or contract management experience.
- Experience supporting enterprise software implementation, adoption, and user support programs.
