POSITION OVERVIEW
Performs intermediate skilled trades work maintaining and repairing a variety of automotive, construction, and specialized light-to-heavy equipment. Work performed involves diagnosing, repairing, and maintaining a variety of vehicles and equipment, including those used in public transportation, emergency services, and construction. Mechanics may work on light and heavy-duty vehicles, buses, trucks, police equipment, and specialized equipment like sewer and water vehicles. Work is performed under minimal supervision.
Fleet Mechanic I position duties include, but are not limited to:
- Knowledge & Safety: Working knowledge of preventative maintenance and basic repairs. Perform routine maintenance and inspections on fleet vehicles. Diagnose and repair standard mechanical and electrical issues. Assist with minor bodywork and tire changes.
- Administration/Compliance: Knowledge of policies related to vehicle maintenance operations. Knowledge of occupational hazards and appropriate safety practices. Maintain accurate records of maintenance, parts usage, time, and materials.
- Equipment Operations: Familiarity with automotive systems, repair tools, and diagnostic tools and equipment. Knowledge of automotive systems and components.
- Manual/General Labor: Responsible for ensuring clean vehicles and equipment; maintain shop cleanliness.
- Additional Tasks: Assists as needed to accomplish a variety of Fleet tasks.
Fleet Mechanic II position duties include Level I duties in addition to, but not limited to:
- Knowledge & Safety: Advanced mechanical knowledge and troubleshooting skills. Experience with a variety of vehicle makes and models. Diagnose and repair complex mechanical, brake, fuel, and electrical issues in a wide variety of auto, heavy trucks, and equipment. Diagnose and repair various types of specialty equipment including but not limited to police vehicles, snowplows and spreaders, hydraulic systems, etc. Inspect, repair, replace, mount/balance light and heavy-duty tires. Perform specialized maintenance tasks, such as engine overhauls and transmission repairs.
- Administrative: Assists in the training and mentoring of Mechanic I.
Fleet Mechanic III position duties include Level I and II duties in addition to, but not limited to:
- Knowledge & Safety: Advanced mechanical knowledge and troubleshooting skills. Diagnoses and repairs of major component systems such as engine (gas/diesel), transmission (automatic/manual), differentials, brakes (automotive/heavy duty to include air, abs, and hydraulic), and sub-systems relating to drivability, electrical system, fuel systems, hydraulic systems, and comfort control systems.
- Budget Administration: Assist with fleet vehicle & equipment purchasing and disposal. Assist with parts purchasing.
- People Operations: May serve as the Team Lead and assist the Chief Mechanic with administrative duties as assigned.
EDUCATION & EXPERIENCE
Level I - Grade 8 - High School or General Equivalency Degree
Minimum of three (3) years of experience of maintenance and repair on various automotive light-to-heavy equipment; understanding of operation and maintenance requirements of commercial trucks.
Level II - Grade 9 - High School or General Equivalency Degree
Minimum of six (6) years of experience of maintenance and repair on various automotive light-to-heavy equipment; understanding of operation and maintenance requirements of commercial trucks.
Level III - Grade 10 - High School or General Equivalency Degree
Minimum of nine (9) years of experience of maintenance and repair on various automotive light-to-heavy equipment; understanding of operation and maintenance requirements of commercial trucks. May serve as a Team Lead at the discretion of the Chief Mechanic; must have minimum of two (2) years of prior supervisory experience to be considered for Team Lead.
There can only be one team lead as designated by the Chief Mechanic.
CERTIFICATIONS/LICENSURES
All Levels
Valid Virginia (VA) Driver's License - Must have upon hire. If relocating to VA, a valid VA drivers' license is required to be obtained within 1 year from date of hire.
VDOT Flagger Certification - Must obtain and maintain within 1 year from date of hire
Basic Work Zone Certification - Must obtain and maintain within 1 year from date of hire. May also have VDOT certifications that are equivalent to Basic Work Zone.
CJIS/VCIN Access, as applicable - If assisting with Town facility maintenance, must obtain and maintain VCIN contractor level clearance. Will also be subject to fingerprinting and additional background check.
Level I
Class B Commercial Driver's License (CDL) - Must have or must be able to obtain and maintain within 1 year from date of hire.
OSHA 10 - Must have or must be able to obtain and maintain within 3 months from date of hire
EPA Section 609 Certification - Must have or must be able to obtain and maintain within 3 months from date of hire
Level II
Class A CDL - Must have or must be able to obtain and maintain within 1 year from date of hire
OSHA 40 - Must have certificate of completion or must complete training within 1 year from date of hire
VDOT Intermediate Work Zone - Must have certificate of completion or must complete training within 6 months from date of hire
Virginia State Police Motor Vehicle Class A Inspectors License - Must have certificate of completion or must complete training within 6 months from date of hire
EPA UST Operator License Class B - Must have certificate of completion or must complete training within 6 months from date of hire
Level III
Industry Certifications in Fleet Management from a Nationally Recognized Institution or Association (NAFA, ASE, APWA) - Must have or must be able to obtain and maintain within the timeframe required by supervisor.
Leadership Training - Must have Leadership /Team Building Training certificate from VRSA or other reputable vendor as approved by Human Capital. Must have or maintain and obtain within 6 months from the date began serving as a team lead.

Basic to Advanced Knowledge of fleet maintenance procedures and standards, to include safety operations.
Ability to effectively communicate and interact with supervisors, members of the general public, employees, Town Officials, and others involved in the performance of job duties; ability to assemble reports in a concise, clear and effective manner.
Proficient in automotive, heavy truck, & equipment repair and maintenance techniques.
Ability to operate a computer, and other facility equipment needed to perform job duties, proficiency in various software, including Microsoft Office suite; and excellent interpersonal skills and ability to work in a team environment.
Ability to use independent judgment and work with little direct supervision.
EQUIPMENT & TOOLS. The following equipment/tools are commonly associated with the efficiency of employees' performance of the function of this job.
- Town Equipment: computer including word processing software, printer, telephone/cellphone, calculator, copy machine, fax machine, and other associated office equipment.
- Shop Equipment: Engine hoist, Transmission jack, Wheel balancer, Tire machine, Welding equipment, Diagnostic scanner, Multimeter, Torque wrench, Socket set, Wrench set, Screwdriver set, Pliers, Hammer, Chisels, Files, Saw, Drill, Grinder
- Hand Tools: Ratchet set, Socket set, Wrench set, Screwdriver set, Pliers, Hammer, Chisels, Files, Saw, Drill, Grinder
- Personal Protective Equipment (PPE): Safety glasses, Safety gloves, Hearing Protection, Protective clothing (e.g., coveralls, apron), Respirator (as needed), Confined Space Equipment, Fall Protection Equipment.
- Additional Tools: Air compressor, Impact wrench, Hydraulic press, Fluid extractor, Battery charger, Battery tester, Fuel pressure tester. Additionally, specific equipment and tools needed may vary depending on the type of auto, heavy truck, and equipment repair being performed.
PHYSICAL ABILITIES The physical demands described below are representative of those that must be met by an employee to successfully perform the essential functions of the job.
- Work requires the ability to sit, stand, walk for extended periods of time.
- Work requires the ability to complete repetitive wrist, hand, and/or fine motor movement.

- Work requires visual acuity of 20 feet or more, visual acuity of 20 inches or less, three dimensional vision, precise hand/eye coordination, the ability to identify and distinguish colors., the ability to identify and distinguish colors.
- Must be able to lift up to 75 pounds.
- Exert up to 20 pounds of force constantly, 50 pounds of force frequently, to move objects, and some heavy work requiring the exertion of 100 pounds of force occasionally.
- Work requires the ability to stoop, kneel, crouch, and/or crawl.
