CONSTRUCTION INSPECTION SERVICES FOR U.S. COAST GUARD PROJECT - Recapitalize Runway
The scope of the construction project includes demolition and restoration of pavement for runway 1-19, taxiways, and turnaround, and design and install of upgraded LED edge lighting, guidance signs, and lighting system components for runway and taxiways.
Period of Performance:
The expected duration of the project will be approximately 21 months the start date has yet to be determined. The exact performance period of the inspection services contract cannot be confirmed until the of the project is complete and the design build contractor has submitted the construction progress schedule, which will identify the exact start date of the construction activities. An extension of the duration of the inspection services contract may become necessary, depending on PCC performance
Requirements:Minimum Experience Requirements
- 10 years of experience in construction field with a 4-year college degree in Engineering, PE licensure, PMP certification, or QA/QC certification that are less than 10 years old.
- Experience as CI for a Coast Guard project in the last 10 years.
- Basic computer and software skills. Able to draft reports typed in Microsoft Word, Adobe PDF, etc. and provide digital images in correct formats with descriptions.
- Must be fluent in English and Spanish.
Construction/Inspection Experience:
The CI shall demonstrate an in-depth knowledge of underground utilities, airfield pavement, and general construction trades since detailed inspections must be made to ensure the required quality of workmanship. Demonstration of knowledge may be reflected by the education, certifications, or previous experience in the candidate’s resume. In-depth knowledge of utilities, airfield pavement, and construction trades may be demonstrated by previous experience of installation/repair tasks or inspection duties in several of the various disciplines and trades (ie, electrical, stormwater, civil, etc.). QA/QC certifications are preferred.
Submitted relevant projects shall, cumulatively, demonstrate the following characteristics:
- The Construction Inspector (CI) shall have a minimum 10 years of construction experience as a construction inspector, contractor superintendent or quality control manager. If the CI cannot meet the ten (10) year requirement, the CI can have a minimum of five (5) years’ experience with a 4-year college degree in Engineering, PE license, PMP certification, or QA/QC certification attained within the last 10 years and current on any required continued education credits. To determine applicable education, certifications and training experience, candidates shall provide documentation that detail the institution, degree attained, year degree attained, certification organization, and continuing education credit status.
- The CI shall be capable of reading contract drawings and specifications, have an understanding of local and national building codes and shall demonstrate an in-depth knowledge of building and construction trades. In-depth knowledge of building and construction trades may be demonstrated by previous experience of installation/repair tasks or inspection duties in several of the building trades (i.e. electrical, civil, etc.).
- The CI shall have basic computer and software skills. Reports need to be typed using Word, PDF, etc., and digital images need to be provided in correct formats with descriptions. Experience in utilizing Construction Management Software, will be utilized by the Construction Contractor in this project.
- The CI shall have effective written and verbal communication skills as well as an attention to detail. The CI shall have the capability of independent, self-disciplined performance and effectively be able to communicate findings and concerns to contractors and project managers.
- The CI shall have the capability of writing reports summarizing construction activities observed; documenting and tracking unforeseen conditions; and taking appropriate photos of construction progress.
Experience working on Federal Government projects:
Submit a minimum of one (1) relevant construction project that best demonstrates experience on federal projects as a Construction Inspector (CI), contractor superintendent or quality control manager that are similar in scope, and complexity. For purposes of this evaluation, a relevant project is further defined as those projects involving the construction or restoration of airfield runways, taxiways, turnaround pads, and associated electrical components and guidance signage.
Submitted relevant projects shall, cumulatively, demonstrate the following characteristics:
- The CI shall have a minimum of two (2) years of work experience on Federal Government construction projects as a government CI, contractor superintendent or quality control manager within the last 10 years. Federal Government construction projects do not include state/local government projects that used federal funding.
- The CI shall have computer and software skills. Reports need to be typed using Word, PDF, etc., and digital images need to be provided in correct formats with descriptions. Experience in utilizing Construction Management Software, will be utilized by the Construction Contractor in this project.
Experience with related project type:
The CI should demonstrate at least two years’ project experience (can be part of the 10 years from factor 1 and/or 2 years from factor 2) in the following categories: (1) airfield runway pavement recapitalization or restoration (2) airfield electrical component upgrades or repairs. Submit a minimum of one (1) relevant construction project that best demonstrates your experience on projects as a Construction Inspector (CI), contractor superintendent or quality control manager. For purposes of this evaluation, a relevant project is further defined as those projects involving the construction or restoration of new airfield runways, taxiways, turnaround pads, and associated electrical components and guidance signage.
Submitted relevant projects shall, cumulatively, demonstrate the following characteristics:
- The CI shall demonstrate applicable construction experience on similar construction projects, design-build contracts, and runway recapitalization project for at least one (1) construction project completed in the last ten (10) years.
- To determine applicable experience on projects, candidates should provide project details to describe the type, scope, location, delivery method, cost, and position(s) filled. Explanation of gaps of more than six months in work history should be provided if/where applicable.
