JOB TITLE: Program Manager

DIVISION: Adult Services

DEPARTMENT: SEMCA Wayne AJC (PATH)

REPORTS TO: Sr. Assistant Vice President of Adult Services/Regional Director

FLSA STATUS: Exempt/Salaried

CLASSIFICATION: Full-Time Regular

JOB SUMMARY: Manage and coordinate all functions and operations of the PATH program in alignment with the State plan and SEMCA strategies. Demonstrate superior skills in leadership, local planning, workforce connections, jobseeker service delivery and resources management.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  1. Adheres to the mission of the SERCO, Inc.
  2. The Program Manager for the PATH program utilizes highly professional and independent judgment working in collaboration with SEMCA, the employer community, center staff and center partners, to contribute to a world-class workforce development center. Plans, implements, and manages workforce development solutions and strategies for the operations of the PATH program and services, procedures and policies, in accordance with all required mandates.
  3. Assures ongoing interaction and collaboration with partner organizations in house as well and in the immediate designated areas where services are delivered.
  4. Work with partners to implement procedures to facilitate efficient customer flow through the system of service delivery.
  5. Participates in meetings dealing with transitional issues including facility matters and center personnel.
  6. Manages the contract budget and recommends budget changes based on analysis of expenditures, performance trends, and service projections.
  7. Trains and supervises staff and assures quality customer service in accordance with stated requirements and the American Job Center guidelines. Ensures the staff assessment of skills and subject matter knowledge; address training and development needs and progress attained.
  8. Implements communication protocols for program staff and monitors specific and measurable performance standards for staff. Assumes responsibility for program performance and outcomes.
  9. Supervises the customer supportive services process and requirements and monitors expenditures and required documentation. Reviews staff performance and recommends staffing assignment to maximize performance results.
  10. Engages in collaborations to develop workforce development solutions impacting welfare-to-work, school-to-work/career, etc.
  11. Participates in workforce development committees, taskforces, and policy development boards and other stakeholder meetings of the workforce development system.
  12. Ensures that program services meet the needs of employers, participants and funder entities.
  13. Monitors procedures to address customer feedback and address service recovery.
  14. Reviews and complies with provisions of all current program manuals, handbooks, and other documents derived from federal, state and SEMCA policies and procedures.
  15. Prepares activity reports summarizing successes, challenges as well as upcoming activities.
  16. Contributes to the team effort by performing other duties as assigned.

SUPERVISORY RESPONSIBILITIES: YES

JOB QUALIFICATIONS:

  1. Graduate from an accredited college or university with a degree in Administration, Business, Social/Behavioral Sciences, or related field.
  2. Extensive experience in Workforce Innovation and Opportunity Act (WIOA), Temporary Assistance for Needy Families (TANF), and employment and training program operations preferred.
  3. Must have at least five years of experience in administrative or management capacity.
  4. Knowledge of and sensitivity to the unique needs of the target population.
  5. Mental ability to handle pressures related to dealing with multiple individuals from diverse backgrounds and varying levels of need.
  6. Proficient in MS Office applications (Word, Excel, Power Point, ACCESS and Visio).
  7. Excellent oral and written communications skills demonstrating the ability to interact effectively with a variety of stakeholders, including key funding source officials, government officials, employers, community residents and job seekers.
  8. Willingness to work a flexible schedule, including evenings and Saturdays.
  9. Occasional out of town travel may be required. Local travel required to attend meetings, events, and training.
  10. Must have a valid Michigan Driver’s license. Incumbent must also have reliable transportation to attend meetings outside of the office as needed.
  11. Adherence to the corporate Code of Conduct and Professional etiquette required.

PHYSICAL REQUIREMENTS: This is a largely sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets and bend or stand as necessary. Occasional lifting and moving of materials as needed. Some walking/standing may be required for extended period of time.

WORK ENVIRONMENT: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
