We are looking for a Senior Financial Analyst - DBO

Overview

· Skill Level: Senior; Minimum 5 years DoD/OSD or Military Department HQ-level PPBE financial management experience; strong analytical, financial, and communication abilities

· Location: Pentagon, Arlington, VA – primary place of performance - required to report to the Pentagon five days a week

· Security Clearance: Active DoD Secret Clearance required

Summary

The Senior Financial Analyst provides expert budget formulation, execution, analysis, and reporting support to an Office of the Secretary for Defense/War (OSD/W) client. This position supports the entire Planning, Programming, Budgeting, and Execution (PPBE) lifecycle and is pivotal for developing budget materials, conducting financial analysis, and supporting program reviews and compliance efforts.

Essential Duties & Responsibilities

· Assist in developing Program Objectives Memorandum (POM) and Budget Estimate Submission (BES), including budget proposals, issue nominations, and justifications (e.g., R-Forms, P-Forms).

· Monitor and establish metrics to measure the value of DoD/W programs.

· Prepare documents and reports analyzing financial and budgetary trends; develop presentations for DoD/W senior leadership.

· Monitor program execution, including documentation for release of funding, follow-up on distribution, and tracking of obligation/disbursement rates and annual expenditures.

· Assist in preparing required PPBE process documentation (e.g., RDT&E Descriptive Summary, Budget Issue Papers, Program Decision Memorandum support).

· Prepare and participate in mid-year reviews and other PPBE meetings.

· Support baseline financial process assessments and design improved business/financial procedures.

· Collaborate with information systems managers to improve budget formulation, execution, and monitoring.

Required Qualifications

· Active DoD Secret Clearance.

· Bachelor’s degree from an accredited college or university. (Degree may be waived for significant, recent, and relevant experience.)

· Minimum 5 years’ experience in DoD/OSD or Military Department Headquarters-level PPBE financial management.

· Hands-on experience with DAI (OBIEE, Hyperion), WAWF, G-Invoicing, and DAR-Q.

· Strong analytical, problem-solving, and communication skills (oral and written).

Preferred Qualifications

· DAU certification appropriate to the functional area.

· Bachelor’s degree in business management, finance, or accounting.

· Experience with OSD-level financial management processes and systems.

Recommended Certifications:

· Defense Acquisition Workforce Improvement Act (DAWIA) Certification – Level II or III in Business–Financial Management.

· Certified Defense Financial Manager (CDFM) – American Society of Military Comptrollers.

· DoD Financial Management Certification Program (DFMCP)

· Certified Government Financial Manager (CGFM) – Association of Government Accountants.

· Microsoft Office Specialist: Excel.
