About the Role:

Under general supervision, the SRF Environmental Coordinator (EHM II) works within the SCDES Bureau of Water (BOW)'s State Revolving Fund Program. In this role, you will provide intermediate level review, support, and oversight for projects funded by the Clean Water State Revolving Fund (SRF) and Drinking Water SRF. Working alongside program staff and management, you will perform environmental reviews, conduct site inspections, and provide technical assistance to ensure compliance with state and federal environmental regulations and laws, as well as with SRF federal requirements and program policies. SRF projects involve the construction of drinking water, wastewater and stormwater infrastructure to protect human health and the environment. Through this work, you will directly support the Agency’s mission to safeguard public health and preserve South Carolina’s environmental quality for current and future generations.

Job Responsibilities:

  • Manage mid-level oversight activities during construction of Drinking Water and Clean Water SRF projects, including review and approval of change orders and draw requests.
  • Manage study projects as needed and participate in pre-construction meetings.
  • Coordinate with SRF project managers and other state/federal agencies to complete advanced environmental assessments.
  • Conduct compliance inspections for SRF funded construction projects.
  • Provide technical assistance regarding Davis-Bacon Wage rates, American Iron and Steel, Build America, Buy America, and other SRF federal requirements.
  • Complete project close-outs in coordination with SRF staff, including project managers, reporting staff, and financial team members.
  • Support administration and data collection for Drinking Water and Clean Water Needs Surveys.
  • Perform other duties as assigned by the SRF program manager and Bureau of Water (BOW) management.

  • A master’s degree in the natural or physical sciences or related technical field; OR
  • A bachelor’s degree in the natural or physical sciences or related technical field and one (1) year of environmental health or related experience; OR
  • An associate degree in the natural or physical sciences or related technical field and three (3) years of environmental health or related experience; OR
  • A high school diploma of GED and five (5) years of environmental health or related experience.
Please Note: Degrees in a related technical field include, but are not limited to, earth or environmental sciences, chemistry, biology, physics, soil science, etc.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Additional Requirements:

  • Ability to read and interpret regulations and conduct professional, thorough site inspections.
  • Well-organized, deliberate, and persistent in approach to problem solving.
  • Excellent verbal and written communication skills.
  • Ability to work independently with limited supervision and follow established procedures.
  • Maintain a professional personal appearance.
  • Proficient in operating engineering calculators, ability to use computers and associated databases/software applications.


  • Occasional overnight travel and after-hours work may be required.
  • This position works under general supervision with daily contact and communication.
