Description:

The Campus Safety & Security Manager serves as the operational leader of the Stephens College Campus Safety & Security team, responsible for the day-to-day oversight of personnel, patrol operations, training, and departmental compliance. Reporting directly to the Executive Director of Campus Safety, Security & Emergency Management, this role bridges frontline security operations and executive-level leadership. The Manager ensures the consistent delivery of professional, effective, and community-centered safety services while supporting the Executive Director in advancing departmental strategy, policy development, and institutional safety goals. The Campus Safety & Security Manager exemplifies the department’s commitment to a safe, secure, and welcoming campus environment for all students, faculty, staff, and visitors.

Schedule:

The Campus Safety & Security Manager works five (5) eight-hour shifts per week. The Manager’s schedule is adjusted to meet the operational needs of the department and may include days, evenings, overnight, weekends, and holidays. The Manager is expected to serve in a fill-in and float capacity as needed, covering vacancies, supporting staffing continuity, and responding to critical incidents or emergencies outside of their regularly assigned hours. Flexibility and availability are essential to this role.

Duties/Responsibilities:

I. Operational Oversight and Supervision:

  • Oversees the daily operations of Campus Safety & Security, ensuring consistent patrol coverage, responsiveness, and professional conduct across all shifts.
  • Directly supervises Campus Safety & Security Lead Officers, including scheduling, shift assignments, and performance monitoring.
  • Serves as a working supervisor, conducting patrols, responding to incidents, and performing all officer duties as needed to support operational requirements.
  • Monitors shift activities, reviews daily logs and incident reports, and ensures timely and accurate documentation of all security-related events.
  • Manages the 24/7 scheduling function, including call-out coverage, shift adjustments, and staffing continuity plans.

II. Campus Patrol and Safety Monitoring:

  • Conducts and directs routine and directed patrols of campus grounds to deter criminal activity and maintain a visible security presence.
  • Oversees monitoring of campus conditions, building security, residence halls, AEDs, vehicle registration, fire extinguishers, and elevator safety systems.
  • Ensures officers conduct consistent walk-throughs and building checks in accordance with departmental protocols.

III. Training and Professional Development:

  • Develops, coordinates, and delivers training programs for all Campus Safety & Security staff, including new employee onboarding and ongoing in-service training.
  • Ensures all officers meet and maintain required certifications and competencies in areas including emergency response, first aid/CPR/AED, de-escalation, OC, baton, handcuffing, and defense tactics.
  • Tracks training completion, maintains training records, and reports compliance status to the Executive Director.
  • Identifies training needs through observation, incident review, and performance evaluations, and adjusts training programs accordingly.
  • Promotes a culture of continuous learning, professional growth, and adherence to best practices within the department.

IV. Investigations, Enforcement, and Reporting:

  • Reviews, approves, and ensures accuracy and completeness of all incident reports and documentation generated by officers.
  • Conducts or oversees investigations of security incidents, policy violations, and abnormal campus activity.
  • Supports Clery Act compliance reporting by ensuring accurate incident classification, timely entry, and appropriate referrals to law enforcement.
  • Enforces and documents violations of campus parking rules, regulations, and college policies.

V. Campus Services and Community Engagement:

  • Ensures delivery of key campus services including safety escorts, access assistance, jump starts, and lost and found management.
  • Supports victims of crime through appropriate documentation, referral to law enforcement, and connection to campus resources.
  • Serves as a visible, approachable, and professional presence for students, faculty, staff, and visitors.

VI. Collaboration and External Relations:

  • Maintains active working relationships with Columbia Police Department, Columbia Fire Department, and other external law enforcement and emergency response partners.
  • Coordinates with institutional departments including Student Experience, Facilities, and Residence Life to support a collaborative approach to campus safety and security.
  • Assists in the planning and execution of security operations for campus events, high-profile speakers, and emergency situations.

VII. Executive Support and Departmental Leadership:

  • Serves as the primary point of operational continuity, assuming responsibility for departmental functions in the absence of the Executive Director.
  • Provides regular operational updates to the Executive Director, including staffing status, incident trends, training compliance, and departmental concerns.
  • Assists the Executive Director in policy development, procedure review, and departmental planning initiatives.
  • Participates in budget preparation and resource management as directed, including equipment, uniforms, and supplies.
  • Supports emergency management planning and response efforts, serving in an assigned role within the College’s Crisis Leadership Team and Emergency Operations Plan.
  • Contributes to accreditation, compliance, and audit processes as assigned, including Clery Act and IACLEA standards.
Requirements:
  • Associate’s degree in Criminal Justice, Emergency Management, Public Safety, or a related field; or equivalent combination of education and experience
  • Minimum of three (3) years of experience in security, law enforcement, campus safety, or a closely related field
  • Minimum of one (1) year of supervisory or lead experience in a security or public safety environment
  • Demonstrated knowledge of security operations, incident response, and emergency management principles
  • Strong written and verbal communication, interpersonal, problem-solving, and customer service skills
  • Ability to exercise sound judgment, maintain composure, and lead effectively in high-stress situations
  • Proficiency with security technology including CCTV systems, two-way radios, access control systems, and incident reporting platforms
  • Ability to maintain confidentiality
  • Valid driver’s license and the ability to operate a college vehicle. Must meet and maintain Stephens Driver Qualification and Vehicle Policy. Must be able to acquire a Missouri Class E Driver’s License. (Stephens College funded)

Preferred Qualifications:

  • Bachelor’s degree in Criminal Justice, Emergency Management, Organizational Leadership, or a related field
  • Experience in higher education campus safety or security
  • Familiarity with Clery Act compliance requirements and reporting obligations
  • ICS/NIMS training (ICS-100, ICS-200, IS-700) or experience functioning within an Incident Command System structure
  • IACLEA, IAHSS, CPP, or other relevant professional certification
  • Experience with training program development and delivery

Physical Requirements:

  • Ability to walk, stand, and lift moderate weights (minimum of 50 lbs.)
  • Willingness to work in various weather conditions
  • Availability for varied schedule, including evenings, weekends, and holidays, commensurate with departmental need
