The Property Manager is directly responsible for all property operations and conducting business in accordance with company policies and procedures as defined by HUD, Low Income Housing Tax Credit, and other applicable regulatory agency requirements. Activities associated with the position include the day-to-day operations of the housing program including the leasing, housing and eviction of individuals and families, assisting with identifying the property’s maintenance needs of the buildings/units/grounds, and overseeing the activities of on-site contractors. Additional activities include all actions associated with lease provisions, calculating and collecting rent, conducting new resident orientations, conducting annual re-certifications, enforcing lease provisions and submitting reports and other documentation required by federal regulations and internal operating policies. Incumbents must be available to respond to emergency situations whenever necessary.
Essential Functions
- Oversees the initial leasing and orientation processes for individuals and families moving into the housing community; ensures that all provisions of the lease are explained and all forms are completed properly and accurately.
- Completes annual tax credit recertifications.
- Maintains tenant files
- Reviews reports, prepares correspondences, monitors expenditures, approves requisitions, monitors supply inventories, oversees unit turnaround times, handles rent collections, etc.
- Ensures that all resident files and records of employment income and family status are complete and accurate and ensures that all residents are properly housed in accordance with the housing authority’s established occupancy policies and procedures.
- Handles the rent collection process, entering information into the computer and generating required reports and/or supporting documentation.
- Physically inspects the assigned properties, oversees building and grounds maintenance activities, inspects maintenance projects in progress, ensures that all areas are maintained for safety compliance and that all tasks are completed in a timely and thorough manner.
- Monitors various occupancy and accounting reports to determine the status of the assigned properties according to various indicators such as vacancy rates, tenant accounts receivables, unit turn around times and occupancy rates.
- Assists with coordinating regular pest control cycles and preventive maintenance schedules.
- Assists central office staff with ensuring that waiting and transfer lists are updated and accurate.
- Authorizes resident repayment agreements for rent and other miscellaneous charges as necessary.
- Interacts cooperatively with local law enforcement regarding crime prevention and deterrence of criminal and/or violent activities on housing authority grounds including reviewing police security reports, conducting home visits and holding resident conferences as necessary.
- Coordinates resident transfers and the turn-around time associated with any unit vacancies.
- Advises administrative staff of special initiatives to improve resident services and housing.
- Assists other management staff with the review of existing policies and makes recommendations for changes to operational policies and procedures related to property management, asset management and resident services.
- Serves as liaison between residents and other housing authority staff, addresses housing issues and complaints in a timely manner and refers concerns of a significant nature to the Deputy Director.
- Maintains resident files and records of employment, income and family status and requests documentation and verification of such items as necessary in a secure and confidential manner.
- Processes move-ins and move-outs and assists in the completion of individual account write-offs and closings as necessary.
- Receives, investigates, resolves and/or refers tenant complaints or requests for service to appropriate agencies or officials; counsels and/or makes recommendations whenever appropriate.
- Conducts informal conferences with residents to resolve conflicts, obtain information and address lease violations.
- Issues eviction notices and attends court hearings when necessary to present information pertaining to the eviction status of individual residents.
- Actively attempts to facilitate positive resident/management relations and keeps residents informed of various issues and initiatives through written and verbal communication, community meetings and/or newsletters.
- Oversees projects performed by on-site contractors including unit turnaround crews, pest control companies, landscapers, etc. and ensures the timely completion of their assigned activities.
- Attends management meetings and training sessions as necessary.
- Performs related duties as required.

Requirements:Necessary Requirements of Work
Graduation from an accredited four year high school supplemented with vocational or technical training in secretarial science or closely related field; a minimum of two years of general office experience, considerable experience working with the public preferably in a governmental setting; good organizational, interpersonal and decision-making skills; general knowledge of Tax Credit Regulations and HUD regulations and reporting requirements pertaining to rental operations; or any equivalent combination of education and/or experience to provide the following knowledge, abilities and skills:

- Knowledge of property management, leasing, or related experience.
- Strong customer service and communication skills.
- Ability to work independently and make sound decisions.
- Excellent organizational and time-management abilities.
- Experience with property management software; Yardi is preferred
- Valid driver's license.
- High school diploma or equivalent.
- Ability to pass a background check.
Special Necessary Requirements
Possession of a valid Tennessee Driver’s License and the ability to be insured at standard vehicle liability rates.
Must obtain or maintain the following certifications in the timeframe approved by Executive Director:
- RAD PBV Specialist
- LIHTC Management
- NSPIRE-V
