Sterile Services Co. (SSC) seeks an experienced, hands-on HR Generalist to own the company’s full human resources function. This individual will serve as the primary HR contact for employees and managers across corporate operations and government contract sites in multiple states. Success in this role requires flexibility and a strong commitment to teamwork across SSC and partner companies.

The role manages recruiting, onboarding, Paylocity, payroll, SCA compliance, benefits and 401(k) administration, employee relations, performance, and offboarding. Direct Paylocity administrator experience and practical knowledge of the Service Contract Act (SCA) in federal government contracting are required. The HR Generalist works with the CEO, Finance and accounting advisors, program managers, contracting partners, and outside providers. Work arrangement: Remote, with travel to customer sites as needed.

Essential Responsibilities

Paylocity and Payroll Administration

· Serve as SSC’s primary Paylocity administrator for employee records, recruiting and onboarding workflows, payroll, timekeeping, benefits, leave, and reporting. Maintain accurate data, appropriate access, and effective system integrations within the modules SSC use.

· Manage payroll from timecard review through submission, including labor coding, deductions, SCA fringe payments, reimbursements, and corrections. Audit payroll, resolve discrepancies, and obtain required approvals. Coordinate multistate payroll tax setup and year-end reporting with Finance and payroll providers.

· Troubleshoot issues, coordinate with Paylocity support, train users, and maintain procedures. Prepare payroll, labor cost, and personnel reports for accounting, program management, and leadership.

SCA and Government Contracting Compliance

· Review contract wage determinations and verify labor classifications, wages, health and welfare (H&W), vacation, holidays, and applicable paid sick leave requirements.

· Administer and reconcile SCA fringe benefits and approved cash payments in lieu of benefits. Maintain separate wage and fringe records and support calculations with Finance and benefits providers.

· Track wage determination changes, contract modifications, predecessor service where applicable, and effective dates. Coordinate payroll and benefit updates and address potential compliance gaps promptly.

· Maintain records for labor compliance reviews, audits, and applicable contractor reporting. Support contract transitions and personnel documentation for small business certifications.

Recruiting and Employee Lifecycle

· Manage full-cycle recruiting, offers, authorized screenings, employment eligibility verification, onboarding, and orientation for corporate and contract positions.

· Coordinate staffing, incumbent onboarding, and workforce transitions with program managers and contracting partners. Track employee qualifications, required training, and readiness for assignment.

· Manage employee changes and separations, including final-pay and benefit coordination. Work with IT and security personnel on access, required personnel documentation, and company property throughout onboarding and offboarding.

Benefits and Leave Administration

· Administer company health, welfare, and 401(k) benefits, including eligibility, enrollment, open enrollment, and employee questions. Coordinate with brokers and plan administrators and reconcile benefit records, carrier invoices, and payroll deductions.

· Coordinate SCA benefit contributions, retirement plan records, and required notices and reporting with Finance and designated providers. Track applicable ACA, ERISA, and Form 5500 support requirements and deadlines.

· Manage leave, accommodations, workers’ compensation, and unemployment matters. Review leave balances and coordinate applicable continuation-of-coverage and other benefit notices.

Employee Relations and HR Operations

· Address employee concerns, coach managers, conduct or coordinate investigations, and document corrective action with leadership and counsel as appropriate. Support resolution of employee issues at customer sites.

· Manage performance reviews, check-ins, training, and improvement plans. Coordinate employee engagement, recognition, and feedback initiatives to support retention and workplace culture.

· Maintain the handbook, HR procedures, secure records, and compliance calendar. Conduct periodic HR reviews and coordinate applicable employment and federal contractor reporting requirements.

· Report workforce trends, staffing, payroll exceptions, training, and open HR matters to leadership. Recommend HR priorities and process improvements and escalate sensitive issues promptly.

Requirements:

· Flexibility and teamwork are essential. Able to lead when needed and support others when they take the lead, prioritizing shared goals across SSC and partner companies.

· Decisiveness and professional resilience. Exercise sound judgment, make timely decisions within the role’s authority, remain composed under pressure, and handle difficult conversations and setbacks constructively. Know when to escalate sensitive matters.

· At least 4 years of progressive HR generalist experience, including at least 2 years directly supporting a federal contractor with an SCA-covered workforce.

· At least 2 years of hands-on Paylocity administrator experience covering payroll, timekeeping, employee records, recruiting and onboarding workflows, benefits, and reporting.

· Demonstrated experience independently managing the employee lifecycle, payroll, benefits, employee relations, and records for a small or midsize organization.

· Working knowledge of SCA requirements, multistate payroll coordination, applicable employment laws and contractor reporting, benefits administration, and confidential records management.

· Strong judgment, follow-through, communication, and Microsoft Excel skills, with the ability to manage competing deadlines and analyze HR and payroll reports. Bachelor’s degree in HR, business, or a related field, or equivalent relevant experience.

· Travel availability. Must be available to travel as needed to customer sites to meet with employees and support HR activities in person.

Preferred Qualifications

SHRM-CP or PHR certification; experience with government contract transitions, contracting partners, and distributed workforces; familiarity with benefits platforms and retirement plan providers; and experience supporting HUBZone documentation, personnel security requirements, or employee engagement programs.
