Description:

The Project Manager provides comprehensive program and project management support to the Department of Health and Human Services (HHS), Division of Information Solutions (DIS). This role is responsible for overseeing system monitoring, verification and validation activities, technical assessments, and financial and program management support across DIS systems. The Project Manager ensures contractual compliance, performance transparency, risk mitigation, and effective communication with government stakeholders and DIS leadership.

Key Responsibilities
System Monitoring & Performance Management

The Project Manager monitors project progress, staffing resources, schedules, financials, and deliverables to ensure successful execution of DIS systems and initiatives. This role supports performance planning, monitoring, and reporting by assessing available performance data, systems, and metrics, and by maintaining an inventory of all performance measures and associated data sources.

The Project Manager identifies challenges affecting system or program performance and develops quantifiable performance metrics tailored to multiple stakeholder constituencies. Performance issues, risks, and recommendations are documented and presented in written format for government review and decision-making. The role collaborates with DIS stakeholders to identify, select, consolidate, and report program performance measures and recommends improvements to data collection, reporting methods, and how performance information is presented to internal and external audiences.

The Project Manager establishes and maintains baseline performance metrics using system key performance indicators, which may include system usage, system capacity, system performance, customer satisfaction, external data sharing, information management practices, and compliance with applicable regulations. These baseline measures are used to evaluate trends and assess the effectiveness of DIS systems over time.

Program Management Support

Program Communications
The Project Manager supports the development, coordination, review, and editing of technical and program communications. This includes preparing briefings, reports, and presentations aligned with approved system changes resulting from testing, verification, and validation activities. The role also supports communications planning, outreach, and change management efforts to assist applicants, recipients, and grantors in adopting new system features and capabilities.

Financial Management
The Project Manager supports financial oversight for DIS technical programs by monitoring project performance related to resources, schedules, costs, and reporting. The role assesses program management and technical plans for adequacy and compliance and advises program leadership on best practices, risk mitigation strategies, and corrective actions.

Responsibilities include overseeing end-to-end financial operations such as planning, budgeting, accounting, billing, and reporting. The Project Manager monitors cash flow, obligations, interagency agreements, and agreement transactions and provides regular financial health updates to leadership. The role ensures timely, accurate responses to government data calls and financial inquiries.

The Project Manager reviews and validates monthly project financials, including total project cost, progress to date, recommended monthly billings, total billed amounts, and remaining balances. The role reconciles and validates billing reports by agreement and line item, prepares reconciliation summaries based on actual billings, and participates in regular meetings to resolve billing questions, discrepancies, or concerns.

Additional responsibilities include supporting ad hoc billing requests and invoice corrections, tracking approved budgets and mid-year adjustments, and maintaining and updating government-approved billing standard operating procedures as directed.

Requirements: Required Qualifications
  • Bachelor’s degree in Business, Information Systems, Public Administration, or a related field
  • Five or more years of project or program management experience supporting federal IT systems or programs
  • Demonstrated experience managing schedules, budgets, performance metrics, and deliverables in a federal environment
  • Strong knowledge of system development lifecycles, system testing, verification and validation, and configuration management
  • Experience working with program leadership, technical teams, and government stakeholders
  • Familiarity with federal financial management, interagency agreements, and billing processes
  • Excellent written and verbal communication skills, including the ability to brief senior stakeholders
Preferred Qualifications
  • Project Management Professional (PMP), Program Management Professional (PgMP), or Agile certification
  • Experience supporting HHS, DIS systems, or other large federal civilian agencies
  • Experience with capital planning and investment reporting and federal compliance requirements
  • Background in performance management, dashboards, or data-driven decision support
