Armand Corporation, an award-winning M/WBE Construction Management firm celebrating over 33 years in the industry, is seeking a full-time Quality Manager for a federal construction project related to complex rail, transit, and other transportation projects in NY & NJ.

The ideal candidate has 10+ years of progressive experience in heavy civil construction, with a focus on rails, tunnels, bridges, and ports, as well as an Associate’s or Bachelor's Degree from an accredited college or university with a major in Civil Engineering or a related field.

This position will be full-time, Hybrid. Candidates are expected to live in or near the New York City Metropolitan area.

JOB RESPONSIBILITIES include, but are not limited to, the following:

• Develop a comprehensive quality plan that aligns with the client's requirements and complies with FTA regulations. This plan should outline the strategies and procedures for ensuring quality throughout the construction project.
• Evaluate the quality plan submitted by the contractor and act as an advocate for its acceptance to the client. This involves assessing whether the plan meets the necessary standards and aligns with project requirements.
• Assess the contractor's proposed testing and inspection plan to ensure its adequacy in verifying the quality of the construction work. Make recommendations for approval to the client.
• Routinely monitor the contractor's work to ensure compliance with contractual requirements, manufacturer guidelines, and industry standards. Identify any deviations or non-compliance and work with the contractor to rectify them.
• Supervise the execution of the contractor's approved testing and inspection plan. Ensure all required tests and inspections are conducted accurately and according to the outlined plan.
• Perform audits to confirm that the contractor is adhering to their approved quality plan. Review testing and inspection reports, construction documentation, and submittals to ensure they are up to date and easily accessible.
• Lead the organization of construction-related documentation. Ensure that the constructed facilities meet the FTA’s Safety and Security certification requirements for transit projects, confirming that all necessary documentation is available for certification.
• Other related duties and tasks as required.

• Bachelor’s degree in: Civil Engineering or a related field is highly preferred. Relevant certifications or equivalent experience will also be considered.
• Advanced certifications and training from reputable bodies such as the American Society of Quality or equivalent organizations required.
• Minimum of 10 years of experience in managing quality management systems for large public transportation projects, specifically in the rail/rapid transit/tunnel construction sector.
• Familiarity and experience with the FTA Safety and Security certification program during the closeout phase of FTA-funded transportation projects. This involves understanding the requirements and processes for achieving certification.
• Ability to obtain security clearances, including SWAC, TWIC, and SIDA.
• Strong written and oral interpersonal communication skills.
• Proficiency in Microsoft Office Suite (Word, Excel, Outlook).
• Strong attention to detail and organizational skills to prioritize and manage multiple assignments effectively.
