About This Position
PURPOSE: Maintain existing vegetation on City property right-of-ways; plant new trees and shrubs; enforce City policy regarding landscaping requirements; and supervise applicable personnel.
SUPERVISION RECEIVED: Works under the supervision of the Deputy Director of Public Service/Public Works.
SUPERVISION EXERCISED: Supervises the Urban Forestry Division specialists, Working Foreman, and seasonal employees.
POSITION CLASSIFICATIONS: The position of Landscape Arborist in the City of Stow is unclassified by the Stow Municipal Civil Service Commission, is Exempt under the Fair Labor Standards Act and is not included in a collective bargaining agreement.
Must possess knowledge of the following: proper methods, tools and practices used in tree planting, trimming, removal and maintenance, as ascribed by the International Society of Arboriculture and the National Arborists Association; and preventive maintenance and care of forestry tools and equipment.
Must have the ability to operate standard forestry equipment (e.g. various saws and pruners and other standard tree maintenance tools) both from the ground and in aerial applications.
Must have the ability to establish and maintain effective working relationships and communicate effectively, both orally and in writing, with City employees and officials and the general public.
Must have the ability to enter computer records and print reports.
Must demonstrate ability to read landscape plans and supervise landscape projects.
Must have the ability to speak at public meetings.

- Manage and supervise assigned operations to achieve goals within available resources; plan and organize workloads and staff assignments; train, motivate and evaluate assigned staff; review progress and direct changes as needed.
- Provide leadership and direction in the development of short and long-range plans; gather, interpret and prepare data for studies, reports and recommendations; coordinate department activities with other departments and agencies, as needed.
- Provide advice to supervisors; make presentations to supervisors, boards, commissions, civic groups and the general public.
- Communicate official plans, policies and procedures to staff and the general public in assigned areas of responsibility.
- Assure that assigned areas of responsibility are performed within budget; perform cost control activities; monitor revenues and expenditures in assigned areas to assure sound fiscal control; prepare annual budget requests; assure effective and efficient use of budgeted funds, personnel, materials, facilities and time.
- Determine work procedures, prepare work schedules and expedite workflow; study and standardize procedures to improve efficiency and effectiveness of operations.
- Issue written and oral instructions; assign duties and examines work for exactness, neatness and conformance to policies and procedures.
- Maintain harmony among workers and assist in resolving grievances.
- Perform or assist subordinates in performing duties; adjust errors and complaints.
- Prepare a variety of studies, reports and related information for decision-making purposes.
- Lay out daily work schedules and assign tasks to appropriate individuals, crews or combination of crews and coordinate the completion of the same.
- Develop and maintain a street tree maintenance management system.
- Develop maintenance and operating procedures and methods within limits of departmental policies and procedures.
- Provide necessary supervision, direction and assistance to crews at worksites.
- Enforce policies, regulations and safety and health standards.
- Determine, calculate and secure the appropriate materials and supplies for a specific project.
- Enforce conditional zoning.
- Review landscaping drawings, establish bond amounts and inspect plantings.
- Inspect arbor care services provided by contractors or vendors for compliance with performance standards.
- Improve work methods to accomplish assigned tasks.
- Assist in projecting needs for equipment, materials and supplies.
- Assist in the preparation of specifications, estimates and bids for equipment and contractor services.
- Assure that tools and equipment are properly maintained and kept in proper working conditions.
- Assign, supervise and evaluate urban forestry workers, temporary employees or community service workers.
- Prepare and maintain daily, monthly and annual reports and records, as assigned.
- Respond to public inquiries and provide information.
- Perform other duties related to those of the position and/or resulting from the needs of the organization.

- Must have graduated from an accredited four-year college or university with a degree in horticulture, landscape architecture or a closely related field and possess a minimum of 5 years professional landscaping and tree trimming experience.
- Must possess a Certified Arborist Certification and must have the Ohio Commercial Pesticide License through the Ohio Department of Agriculture. Must possess or obtain within 6 months of hire, a Tree Risk Assessment qualification, and Certified Arborist Municipal Specialist Certification through the International Society of Arboriculture; Must possess or obtain within 1 year of hire an Inspection and Maintenance Certification for Stormwater Control through The Ohio State University and Summit Soil and Water Conservation District.
- Must possess experience in proper tree and shrub planting, pruning of shade and ornamental trees and general removal and maintenance.
- Must possess experience in climbing, maneuvering and working effectively and efficiently using a saddle and lines to educate, train and supervise crews.
- Must possess experience in calibrating and operating herbicide distribution equipment.
