POSITION OVERVIEW
MLJ Legacy Enterprises is seeking an exceptional Chief Construction & Development Officer / Qualifying Builder to establish and lead Joslin Construction as an engineer-led, Class A or unlimited-general-contractor-capable organization.
Reporting directly to the Founder, Chairman & CEO, this executive will build the leadership team, licensing, bonding, financial controls, safety, quality and project-delivery infrastructure required to operate throughout Colorado, expand nationally and prepare for international construction.
The role combines construction, development, qualifying-builder, engineering/design-management, national restaurant-development and ultra-luxury residential leadership. The candidate must be capable of leading projects ranging from restaurant tenant improvements and ground-up commercial facilities to architecturally significant private estates valued from approximately $25 million to $80 million or more. An immediate priority will be supporting proposed Lincoln Signature Estates residences in Cherry Hills Village, Colorado.
IMPORTANT LICENSING STATEMENT
"Class A / Unlimited General Contractor-Level Executive" describes the expected scope of experience and capability. It does not represent one universal license authorizing construction throughout Colorado, all 50 states or foreign countries.
The selected executive will help Joslin Construction obtain and maintain applicable qualifying-party credentials, contractor licenses, registrations, examinations, bonds, insurance, permits and approvals. Contractor authority is determined jurisdiction by jurisdiction, and no credential may be represented beyond its lawful authority.
ORGANIZATIONS SUPPORTED
The executive will build Joslin Construction as MLJ Legacy Enterprises' principal construction company; establish Lincoln Signature Estates' ultra-luxury residential platform, emphasizing estates valued from $25 million to $80 million-plus; and develop the LaMar's Donuts & Coffee construction platform for corporate, franchisee and affiliate growth in domestic and future international markets.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Serve as MLJ Legacy Enterprises' senior construction, development and technical executive.
• Establish Joslin Construction's structure, strategic plan, leadership team, authority and reporting systems.
• Convert the Founder and CEO's vision into technically feasible, financially responsible and executable project plans.
• Obtain and maintain applicable contractor capability and help qualify the company for Denver and other jurisdictional licensing.
• Maintain qualifying-party appointments, examinations, renewals, project documentation and a centralized licensing register.
• Prevent unlicensed contracting and inaccurate credential representations.
• Lead commercial, restaurant, hospitality, multifamily and ultra-luxury residential preconstruction and construction.
• Direct architects, engineers, consultants, project executives, project managers and superintendents.
• Establish constructability, permitting, estimating, scheduling, procurement, safety, QA/QC and closeout systems.
• Establish construction accounting and project controls; approve budgets; review job costs and forecasts; and oversee lender draws, commitments and change orders.
• Coordinate insurance, bonding and contractual risk transfer.
• Report material cost, schedule, safety, quality, licensing and capital risks promptly.
INITIAL PRIORITY: CHERRY HILLS VILLAGE - 80113
The executive's initial assignment is expected to include leadership support for proposed Lincoln Signature Estates residences in Cherry Hills Village, including municipal coordination, delivery-team formation, constructability and technical-risk review, preconstruction scheduling and budgeting, site logistics, neighborhood protection, QA/QC, waterproofing, envelope and commissioning plans, lender-draw controls, inspections and closeout documentation.
REQUIRED QUALIFICATIONS
• At least 20 years of progressively responsible construction experience and 10 years of executive or senior operational leadership.
• Documented ground-up commercial and direct ultra-luxury residential construction experience.
• Experience managing multiple complex projects and leading project executives, project managers, estimators and superintendents.
• Advanced knowledge of construction finance, licensing, permitting, inspections and regulatory coordination.
• Experience working with lenders, sureties, insurers, architects, engineers, specialty consultants and sophisticated clients.
• Experience building or materially improving a construction company or major division.
• Ability to travel extensively and meet applicable licensing, background-verification and insurability requirements.
EDUCATION AND CREDENTIALS
A bachelor's degree in engineering, construction management, architecture or a related field is strongly preferred. A graduate degree is preferred. Equivalent combinations of exceptional, verified education and experience may be considered.
The candidate must hold or be capable of obtaining a Denver Class A Supervisor Certificate or acceptable equivalent, appropriate qualifying-party status, applicable ICC credentials, OSHA 30-hour Construction certification, First Aid/CPR certification, a valid driver's license and other required credentials. Professional Engineer licensure, multiple state contractor licenses, NASCLA, DBIA, CCM, LEED, PMP, CSP and related credentials are preferred.
ULTRA-LUXURY PROJECT EXPERIENCE
The strongest candidates will have personally served in a senior construction role on at least three custom residences valued above $15 million and at least one completed residence valued at or above $25 million, or an equivalent portfolio. Highly preferred experience includes $40 million to $80 million-plus residences, homes exceeding 15,000 square feet, architecturally significant estates, complex site conditions, Cherry Hills Village or comparable communities, and confidential or high-profile clients. Applicants must distinguish their personal experience from their employers' project histories.
FIRST-YEAR EXPECTATIONS
