Summary

The Accounting Manager leads the financial development of Request for Proposals (RFPs), with primary responsibility for preparing compliant, accurate, and competitive proposal budgets and pricing. This role partners closely with the CFO & Controller to develop pricing strategies aligned with RFP requirements, supports project budgeting and financial reporting, and manages direct reports responsible for project accounting and budget support.

This role works closely with proposal teams, project managers, and operations to develop and manage budgets and pricing across the project lifecycle. Responsibilities include building initial proposal budgets, revising pricing as scope changes or new work is identified, and supporting contract modifications and other budget updates to ensure financial information remains accurate, compliant, and aligned from proposal through execution.

The role also serves as a key finance lead for Deltek Costpoint, ensuring the system is effectively used to support proposal development, project accounting, and financial reporting. This includes maintaining data integrity, supporting appropriate use of modules and submodules, and standardizing system-based reporting. The focus is on building reliable, automated reporting that provides real-time visibility into project performance and supports informed decision-making.

Essential Competencies, Duties and Responsibilities
Budgeting and Forecasting

· Lead RFP proposal budget development, including pricing support and financial narrative input, ensuring compliance with requirements and a strong focus on accuracy, completeness, and timeliness

· Manage budgeting and forecasting activities across the project lifecycle, including annual budgets, projections, long-range planning, estimate-to-complete, forecast updates, and contract closeout support

· Analyze budget-to-actual and forecast results, identify key variances and trends, and deliver clear financial insights, recommendations, dashboards, and executive-level presentations to leadership

· Partner with project and operational leaders to align budgets, forecasts, and financial plans with contract requirements and business performance while continuously improving models, reporting tools, and planning processes

Financial Systems and Costpoint Ownership

· Serve as the primary finance owner for Deltek Costpoint, overseeing project setup and maintenance, budgeting support, reporting, cost tracking, and alignment with billing terms, labor categories, and key financial metrics

· Use available AI-enabled tools within Costpoint, such as DELA, to improve efficiency, strengthen data quality, monitor reporting outputs, and identify discrepancies or process issues

· Maintain alignment among Costpoint data, budget models, and general ledger activity, and support system enhancements and process improvements that strengthen reporting and financial workflows

Accounting Function

· Apply accounting principles to project budgets, cost structures, and financial reporting

· Review project financial data to ensure alignment between budgets, contract terms, and recorded activity

· Support the validation of revenue, costs, billings, and budget-to-actual results, including the timely resolution of discrepancies

· Provide support for month-end and audit activities related to project financial data

Additional Tasks

· Perform ad hoc financial analysis, reporting, and special projects in support of business and operational needs

· Research and resolve issues independently before escalation, using sound judgment, supporting documentation, and appropriate follow-through

· Support the development, documentation, and ongoing improvement of policies, procedures, and internal controls

· Demonstrate initiative by anticipating needs, recommending solutions, and providing dependable support during routine operations and peak proposal periods, which may occasionally require extended work hours

Education and/or Experience

· Bachelor’s degree in Accounting and CPA required. MBA preferred

· Minimum of 10 years of progressive experience in project accounting, budgeting, and analysis, or related financial management roles

· Experience in cost accounting, regulated environments, or proposal pricing strongly preferred

Other Qualifications

Advanced Excel and financial systems skills, including financial modeling, data analysis, pivot tables, lookups, management reporting, and the effective use of Costpoint, Deltek budgeting or planning tools, and similar platforms

· Experience using AI-enabled tools to improve efficiency, data quality, reporting accuracy, and workflow effectiveness

· Executive presence, sound judgment, strong communication and interpersonal skills, and the ability to manage multiple priorities, collaborate across teams, and follow through to completion

· Demonstrate ability to work effectively with leadership and cross-functional teams, adapt to changing priorities, and contribute to continuous process improvement
