Job Summary

The HR Generalist plays a key role in ensuring smooth and compliant daily HR operations across Millennium Residential’s programs. This position serves as the on-site HR point of contact for employees and managers, providing support in employee relations, time and attendance management, onboarding, and benefits administration.

The ideal candidate is a hands-on problem solver with strong interpersonal skills, attention to detail, and a working knowledge of HR compliance within the healthcare or human services field. This role requires a balance of administrative accuracy and people-centered service, helping to maintain a positive, inclusive, and accountable workplace culture.

Location: MD (based in our Towson, MD 21286 office)

Key Responsibilities

  1. Employee Relations & On-Site Issue Resolution
    – Serve as first point of contact for employees; investigate and resolve employee concerns in real time.
  2. Time & Attendance Administration
    – Manage timecard edits with time managers, clock-in/clock-out issues, and ensure policy enforcement.
    – Run timecard exception reports and partner with time managers to correct discrepancies.
    – All timecard exceptions MUST be resolved by close of business Tuesday on payday weeks for payroll purposes or the HR director will not be able to process payroll on Wednesday
  1. Recruitment & Onboarding/Off boarding
    – Post open positions, send resumes to hiring managers, manage new hire onboarding and employee offboarding, and ensure timely completion of all employment forms.
  2. Compliance & Record keeping
    – Maintain personnel files, conduct quarterly staff file audits, and track required licenses, credentials, and trainings.
    – Manage E-Verify, new hire reporting, and other state/federal compliance filings as applicable.
  3. Benefits Administration Support
    – Coordinate open enrollment, assist employees with benefits inquiries, and ensure accurate payroll deductions.
  4. HR Reporting & Metrics
    – Maintain monthly headcount, turnover, and corrective action data; prepare monthly HR dashboard reports for leadership.

Qualifications and Education Requirements

  • Education: High School Diploma/ GED (2 or 4-year degree preferred)
  • Experience: Minimum of 2–3 years of relevant experience, including at least 1 year in a HR capacity within a DDA, residential, or home health setting.
  • Knowledge: Strong understanding of employee onboarding, employee relations, time & attendance, benefits administration, reporting, HR systems management, and recruitment.

Skills & Competencies:

  • Knowledge of Maryland employment laws and HR compliance requirements.
  • Proficiency in ADP and workforce management systems (ADP Workforce Now preferred).
  • Strong interpersonal and communication skills with a solutions-oriented mindset.
  • High attention to detail and ability to maintain confidentiality.
  • Associate’s or Bachelor’s degree in Human Resources, Business Administration, or related field preferred.
  • Strong understanding of employment law, HR compliance, and healthcare-specific regulatory frameworks.
  • Excellent communication, interpersonal, and conflict resolution skills.
  • Ability to lead diverse teams and manage change in a dynamic, service-oriented environment.
