General Summary:

Responsible for developing and maintaining all Accounting Systems and Business Office Procedures in compliance with the conventions, rules and procedures as defined under GAAP (generally accepted accounting principles). Responsible for the management of all Business Office Personnel to ensure the publication on monthly financial statements in a manner which allows for the internal and external use of such information with an economically positive outcome for the properties.

Key Responsibilities:

  • Design, set-up and maintain manual/computer operations related to Business Administration and Accounting.
  • Establish and maintain a Chart of Accounts paralleling the HUD/RI Principles of Reimbursement.
  • Prepare and manage operational budgets, maximizing revenue, profitability and cost control across all properties.
  • Supervise monthly closing including review of all original Journal Entries (A/R, A/P, P/R).
  • Analyze General Ledger accounts through Trial Balance, Preparation of monthly Journal Entries.
  • Cash Management-bank administrator, review and post tenant rent payments, review Aged Payables, completes monthly Bank Reconciliation.
  • Preparation of monthly Financial Statements, Budget Analysis, Per Diem Analysis and other financially related reports.
  • Prepare monthly financial reports for the Board of Directors, highlighting key performance and areas of improvement.
  • Submit quarterly and annual financial reports to Rhode Island Housing.
  • Submit monthly and annual investor reporting requirements to investors to fulfill obligations/requirements.
  • Review and follow-up of A/R Listing, including assisting with the Establishment of Bad Debt.
  • Interview, hire, direct, discipline, discharge all Personnel in chain of command in conjunction with Human Resource. (A/P, A/R) Train new Business Office personnel.
  • Annual Budget Preparation.
  • Monthly Cash Flow Projections.
  • Schedule and prepare for year-end audit and annual W/C audit. Completion of field work.
  • Interface with auditors and RIH.
  • Implement new software changes for the Business Office, creating efficiencies in a changing environment i.e. Sage, RealPage.
  • Reconcile weekly payroll reports.
  • Oversee RAMP program and usage.
  • Calculate Monthly Management Fees.
  • Complete Quarterly financial meetings with Senior managers, property managers and maintenance personnel.
  • Assist in the negotiation of contracts (utility broker, health benefit broker).
  • Responsible for Replacement Reserve Requests for Capital Improvements, interface with RIH and Investors.
  • Submit the requirements to secure Resident Service Coordinator Grants for all Section 8 properties on a yearly basis. Submit Standards for Success (SFS) reports and 91186-A reports.
  • Assist with the completion and submission of Rent Schedules for all Section 8 properties.
  • Completion and submission of City of Providence Annual Return tangible tax for all properties.
  • Completion and submission of City of Providence AH Assessment 8% law tax rate for all properties.
  • *Insurance-responsible for monitoring and renewal negotiations, included but not limited to Worker’s Compensation, employee health benefits, corporate (DA specific policies).
  • *Maintain entity registrations in SAM (system award management).
  • Maintain and develop positive relationships with state, federal, and industry agencies i.e. Rhode Island Housing, National Leased Housing Association, Investment Company.
  • Ensure proper accounting/business principles and procedures are followed on a daily basis.
  • Must posse knowledge of personnel, administration and housing practice and procedures, environmental services, fiscal management and regulation pertaining to Section 8/LIHTC operation and must be able to give specific directions to department heads and other staff.
  • Ability to supervise professional and non-professional personnel engaged in providing a wide degree of Housing.
Requirements:

Qualifications:

  • Bachelor’s Degree in Accounting/Finance or Business Administration. Equivalent experience acceptable.
  • Previous accounting and management experience required. Demonstrated ability to identify areas of concern, analyze solutions and implement resolutions efficiently and effectively.
  • Exceptional analytical skills, sharp attention to detail, and the ability to translate complex numerical data into clear insights for non-financial executives.
  • Proficient in Sage for general ledger management, automated invoicing, and monthly financial reporting.
  • RealPage: Experienced using RealPage for property management accounting, rent collection tracking, and utility billing alignment.
  • Must be able to see, hear and communicate with all staff.
  • Must be able to sit, stand, bend and move freely from one area to another.

Pay: $135,000 - $155,000 per year
