POSITION SUMMARY:
The Assistant Manager, Operations is an essential member of the management team responsible for directing and supervising ILWU Longshore personnel for any/all assigned operations, including but not limited to: vessel, yard, gate and rail operations. These duties are associated with cargo handling operations, ensuring an efficient, safe and profitable operation, as well as preserving positive relations with union labor.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Responsible to analyze operational needs and assign and direct labor to perform these operations in a manner that maximizes efficiency while maintaining a safe environment.
- Supervise union-represented employees, including the responsibility and authority to (a) counsel, discipline, and make termination recommendations to ensure an efficient operation, (b) train and direct such personnel in proper operating and safety procedures, and (c) enforce productivity levels by frequent rounds within the terminal and follow up assessments prior to shift end.
- Direct and assist terminal employees to prepare department plans and to determine the appropriate workforce to hire for an efficient and cost effective completion of plan.
- Adjust grievances submitted by labor, including through the Labor Relations Committee process and arbitration, if necessary.
- Plan, hold, and document daily safety meetings, and develop and implement plans to identify, address, and resolve safety hazards.
- Management oversight of terminal operating systems. Additional technology related duties may apply.
- Complete reports and forms related to the foregoing activities.
- Ensure that all requests for services to be rendered to customers are performed in compliance with their instructions.
- Supervise Office Clerical Union staff within guidelines of the contract.
- Collaborate with all departments to develop and maintain consistent goals in order to achieve the most efficient movement of cargo through the terminal.
- Minimize costs by eliminating redundancies, refinement of processes, and maximize the utilization of labor and resources.
- Operate within budgeted guidelines in meeting production and terminal goals.
- Perform other related duties as assigned by management.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
EDUCATION AND/OR EXPERIENCE
- BA/BS degree in Business Management, Marine Administration, Transportation, Engineering or equivalent experience working in management.
PHYSICAL REQUIREMENTS
- The ability to work any combination of 24/7 shift work, including weekends and holidays.
- The ability to operate vehicles for facility projects.
- The ability to walk and stand for extended periods of time.
- The ability to respond to accidents or incidents at any time of the day or night.
- The ability to use a computer and keyboard.
- The ability to work in hot and cold climates based on weather conditions.
- The ability to sit and work at desk and computer for extended periods of time.

WORKING ENVIRONMENT
The work is performed both inside and outside at LBCT, various marine terminal locations, in temporary offices and classrooms, and it is necessary to board ships, in all weather conditions. Position is based in Long Beach, CA; work assignments may require travel to other marine terminal sites or travel to other locations.
Candidates must be available for both shifts:
- Day Shift: 6:00 am to 4-5:00 pm (approximately)
- Night Shift: 4:00 pm to 2-3:00 am (approximately)
Employees in this role are rotated between day and night shifts approximately every 6 months.
Some weekend and holiday shifts are a required part of this role and are rotated through the team.
